Summary

Overview

Vation Ventures is seeking a highly organized Technical Program Manager with experience in infrastructure and financial services to lead multiple concurrent technical initiatives within a global financial services client account. This person will work directly alongside technical leadership, serving as the operational backbone across a portfolio of high-visibility projects.

The ideal candidate brings a technical background, expert-level communication skills, and a proven track record managing complex programs. Jira expertise is non-negotiable – you should be the person teams turn to for board configuration, workflow optimization, and reporting.

Responsibilities

Project Planning & Execution

  • Develop and maintain detailed project plans with clear milestones, interdependencies, and deliverables.
  • Drive day-to-day execution, removing blockers and keeping workstreams on track.

Portfolio & Resource Management

  • Oversee a portfolio of concurrent projects, tracking progress, resource allocation, and budget utilization.
  • Prioritize initiatives based on strategic importance and business impact.
  • Conduct resource capacity planning and work with resource managers to optimize utilization across teams.

Jira Administration & Tooling

  • Own the Jira environment for the engagement: board configuration, workflow design, custom fields, filters, and dashboards.
  • Build and maintain Jira dashboards and reports that give leadership real-time visibility into sprint health, velocity, backlog grooming, and delivery risk.
  • Enforce consistent issue hygiene across teams (story points, labels, epics, components).
  • Integrate Jira with adjacent tools (Confluence, Slack, CI/CD pipelines) to streamline team workflows.

Cross-Functional Collaboration

  • Facilitate communication across analytics, development, engineering, platform UI, product management, and other stakeholder groups.
  • Run effective standups, sprint ceremonies, and cross-team syncs.

Risk Management & Performance Tracking

  • Identify and proactively mitigate risks across the project portfolio.
  • Define and track KPIs, providing regular performance insights to stakeholders and driving continuous improvement.

Reporting & Documentation

  • Prepare project status reports, executive summaries, and steering committee materials.
  • Maintain thorough documentation for knowledge sharing and audit readiness.

Qualifications

Required

  • 3+ years of experience as a Technical Program Manager, with a track record of managing multiple concurrent projects in financial services or capital markets environments.
  • Expert-level proficiency in Jira: board setup, workflow configuration, dashboards, JQL, reporting, and administration. You should be the Jira power user on any team you join.
  • Strong working knowledge of Agile methodologies (Scrum, Kanban) and scaled frameworks (SAFe, Scrum of Scrums).
  • Exceptional written and verbal communication skills, with the ability to translate between technical and executive audiences.
  • Strong analytical skills with a data-driven approach to decision-making and status reporting.
  • Bachelor’s degree in Computer Science, Information Technology, or a related field – or equivalent professional experience.

Preferred

  • Experience in financial markets, trading systems, or capital markets infrastructure.
  • PMP, PgMP, CSM, or SAFe certifications.
  • Experience integrating Jira with Confluence, CI/CD tools, or custom automation (e.g., ScriptRunner, Jira Automation rules).
