Position Overview:
Under the supervision of the Office of Planning and Innovation (OPI) Applied Analytics Manager, the HART & RISE Data Analyst will oversee the full spectrum of data collection, management, and analytics, from gathering to reporting, while utilizing various tools for effective data collection, management, analysis, and visualization. This position works with internal and external stakeholders using data to create deliverables that enable the Community Health and Violence Prevention (CHVPS) division programs, HART and RISE, to take a public health approach to addressing the root causes of violence.
Duties and Responsibilities

• Data Lifecycle Management: Manages the entire data analytics process, from gathering requirements to reporting findings, ensuring accuracy and efficiency throughout.
• Data Management and Analysis: Utilizes tools such as Excel, SQL, R, Python, PowerBI, and ArcGIS to perform data collection, management, cleaning, analysis, and visualization tasks effectively.
• Product Development: Identifies, develops, and implements data analytics products supporting strategic initiatives, projects, and evaluation efforts, enhancing decision-making processes.
• Department Support: Fulfills ad-hoc data requests promptly, facilitating data-driven decision-making across various departments and teams. Also, assists in responding to emergency events by undertaking special tasks as assigned, and contributing to the organization's agile and adaptive capabilities.
• Stakeholder Engagement: Cultivates and maintains relationships with internal and external stakeholders, ensuring alignment of analyses with organizational objectives and requirements.
• Research and Communication: Conducts thorough research, analyzes data, and communicates insights through comprehensive reports and intuitive dashboards or other data reporting mediums.
• Presentation Development: Creates engaging presentations to effectively communicate findings and recommendations as necessary.

Requirements

Education

• Bachelor's Degree.

Experience

• Two (2) years of experience working on data projects including data collection, management, query, cleaning, analysis, and visualization.
• One (1) year of experience using the following data tools: Excel, SQL, R, Python, and PowerBI or similar tools.

Knowledge, Skills & Abilities

• Knowledge of Excel, SQL, R, Python, and PowerBI or similar tools for data analysis.
• Excellent written and verbal communication skills.
• Proficiency in navigating and resolving complex issues.
• Proactive self-starter capable of initiating tasks independently.
• Proficiency in collecting, maintaining, analyzing, and presenting data effectively.
• Proficiency in commonly used office computer programs, notably Microsoft Office applications.

Preferences

Experience

• Knowledge of or experience with community violence intervention (CVI), alternative 911 response, violence prevention, or related community-based public safety and public health initiatives preferred.

General Information

Position Type, and Typical Hours of Work

• Full-Time Position
• Typical work hours are Monday through Friday 8:00 am to 5:00 pm.
• May require periodic overnight travel and long hours/overtime during emergencies/disasters.
• May require occasional after-hours support and maintenance of technical systems.

Work Environment

• Work environment is typically in an office environment but may require infrequent travel and interaction with the community at public events.

Physical Demands

• This is a largely sedentary role; however, some duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time.
