Overview

DecisionPoint seeks a Dev Lead / Scrum Master - Survivor Portal to oversee Agile development of a secure, isolated Survivor Portal that enables survivors and family members to manage accounts, provide consent, sign documents electronically, access resources, and participate in event programs. The Portal integrates seamlessly with core mission systems, ensuring data accuracy, privacy, and operational continuity while maintaining a distinct, controlled enclave.

The Dev Lead will direct sprint teams in the design, build, and sustainment of portal features that support the full survivor lifecycle, ensuring accessibility, compliance, and user engagement across devices and environments.

This position is fully remote.

Duties & Responsibilities

The Dev Lead / Scrum - Survivor Portal will:

  • Serve as Scrum Master and development lead for the Survivor Portal Agile team, managing backlog, sprints, and delivery milestones.
  • Lead design and implementation of portal features including account creation, consent management, e-signature capability, event registration, and resource integration.
  • Coordinate user authentication and access control mechanisms, integrating with DoD and CMA identity services to ensure secure, role-based access.
  • Oversee development of responsive, accessible web interfaces compliant with Section 508 and DoD security policies.
  • Manage integration of the Survivor Portal with CMS, data warehouses, and external partner systems to enable synchronized survivor records and communications.
  • Implement and maintain CI/CD pipelines, automated testing, and containerized deployments within AWS GovCloud IL4/IL5 environments.
  • Ensure data validation and encryption at rest and in transit, meeting DoD cybersecurity and RMF standards.
  • Facilitate Agile ceremonies (sprint planning, reviews, retrospectives), track progress metrics, and maintain transparency with program leadership.
  • Oversee development of APIs and data exchange services connecting the Portal to core case management and benefits systems.
  • Coordinate usability testing and iterative enhancements based on survivor feedback and analytics insights.
  • Maintain alignment with enterprise architecture baselines, DevSecOps standards, and performance monitoring frameworks.
  • Support training and documentation development for user onboarding and sustainment teams.
  • Provide technical leadership across lifecycle phases-baseline, deployment, and sustainment-to ensure continuous reliability and improvement.


Qualifications

Clearance Requirement:

  • Must hold an active Secret clearance.

Education:

  • Bachelor's degree in Computer Science, Software Engineering, or a related technical discipline.

Experience:

  • Minimum 7 years of experience in Agile software development or technical leadership for enterprise web systems.
  • Experience developing or managing secure portal applications integrating with case management or benefits systems.
  • Demonstrated success implementing DevSecOps practices in cloud environments supporting high-security data.

Technical Knowledge:

  • Proficiency with Agile frameworks (Scrum, SAFe) and backlog management tools (Jira, Azure DevOps).
  • Hands-on experience with AWS GovCloud, containerization (Docker, Kubernetes), and CI/CD automation.
  • Strong understanding of identity federation, SSO, and role-based access controls (OAuth 2.0, SAML).
  • Familiarity with DoD cybersecurity standards, including RMF, STIGs, and Zero Trust architectures.
  • Knowledge of API design, microservices integration, and secure data exchange protocols.
  • Experience with modern web technologies (React, Angular, Node.js) and secure front-end frameworks.

Certifications (Preferred):

  • Certified Scrum Master (CSM), PMI-ACP, or SAFe Scrum Master.
  • AWS Certified Developer or Solutions Architect - Associate.
  • CompTIA Security+ CE or equivalent DoD 8570 certification.
