Job Description:

The Division of Industrial Relations (DIR) is implementing a modern, secure, cloud‑based software system to replace legacy platforms and centralize permitting, licensing, inspections, citations, case management, notifications, payments, and reporting across the Mechanical Compliance Section (MCS) and Nevada OSHA.
The IT Business Process Analyst (BPA) will serve as a core project resource responsible for business process analysis, requirements documentation, testing, stakeholder coordination, and implementation support throughout the system development lifecycle.

This role requires significant experience in workflow analysis, documentation, data standards, system testing, and implementation support for complex regulatory or permitting systems.

 

Minimum Qualifications

  • Demonstrated experience in business process analysis within regulatory, compliance, permitting, licensing, or inspection‑driven environments.
  • Experience participating in software implementation projects, preferably in public sector or compliance/regulatory agencies.
  • Strong documentation, workflow modeling, and requirements‑development skills.
  • Experience with testing, quality assurance, UAT, and system validation.
  • Experience conducting stakeholder interviews and facilitating requirements workshops.

 

Preferred Qualifications
  • Experience supporting complex system integrations (e.g., payment systems, plan review systems, federal systems).
  • Background working with Mechanical, OSHA, or other safety‑related regulatory programs.
  • Knowledge of government fiscal processes, fines/penalties workflows, and enforcement‑related processes.
  • Lean Six Sigma Green Belt

 

Work Environment

This contractor works closely with DIR program managers, inspectors, administrative staff, the Division IT team, and the software vendor to ensure successful delivery of a statewide system modernization initiative.

 

Required Knowledge, Skills & Abilities

Knowledge of:

  • Modern computer hardware, software, cloud‑based solutions, and web systems.
  • Business process engineering principles and workflow design.
  • Research methods, data analysis techniques, and automation strategies.

Skill in:

  • Testing and validating system functionality and changes.
  • Analyzing workflows, information, patterns, and process deficiencies.
  • Writing clear, precise, and grammatically correct analytical documentation.
  • Facilitating stakeholder meetings, explaining technical concepts, and achieving consensus.
  • Organizing materials and configuring efficient workflows.
  • Developing, interpreting, and documenting program requirements.

Ability to:

  • Analyze problems of considerable complexity and propose logical solutions.
  • Maintain effective professional relationships with diverse staff and external stakeholders.

Business Process Analysis & Requirements Development

  • Analyze DIR’s existing permitting, licensing, inspection, citation, enforcement, case management, and fiscal workflows across MCS and OSHA.
  • Apply recognized data processing concepts to business process planning and analysis.
  • Document business and functional requirements for system features including permitting workflows, licensing, inspections, asbestos project submissions, fines/penalties, notifications, dashboards, and payment integration.
  • Develop detailed work and data flow diagrams that illustrate system functions and interactions.
  • Define data relationships, key data elements, and system foundations including objects, locations, inspections, violations, license records, user roles, and fiscal data.

Stakeholder Engagement

  • Consult with DIR staff, inspectors, administrators, licensees, contractors, employers, and external partners to determine system requirements and validate workflows.
  • Conduct alternative analyses and propose system enhancements, automation opportunities, or efficiency improvements.
  • Translate complex program requirements into clear, concise documentation for vendors, developers, and internal leadership.

Testing, Quality Assurance & Validation

  • Develop test plans and scripts for system functionality, workflows, user roles, notifications, payment integration, data migration, and reporting.
  • Review and document test results to assess accuracy, completeness, and adherence to requirements.
  • Monitor quality assurance activities throughout configuration, customization, and integration phases.
  • Participate in user acceptance testing (UAT), ensuring real‑world validation of workflows.

Implementation Support

  • Initiate and track system work requests, configuration needs, and defect tickets.
  • Develop bridging specifications between program areas and interconnected workflows (e.g., permitting ↔ inspections ↔ fiscal).
  • Consult with programmers regarding logic, technical requirements, data issues, and system deficiencies.
  • Assist in the preparation of go‑live readiness plans, validation checklists, and rollback procedures.
  • Support the vendor and DIR during go/no‑go decision meetings prior to deployment.

Training & Change Management

  • Train internal and external users on system functionality, role‑based workflows, and procedures.
  • Assist in developing user guides, training materials, and self‑guided resources.
  • Support train‑the‑trainer activities and coordinated outreach across multiple stakeholder groups.

Data, Integration & Reporting Support

  • Support data migration planning, validation, reconciliation, and defect tracking related to legacy systems including Jurisdiction Online, Compliance Engine, CashTrack, and spreadsheets.
  • Assist with documentation and validation of integrations with CyberSource/Wells Fargo, iPlan, iSpring, and OIS.
  • Validate reporting and dashboard requirements for compliance, fiscal oversight, inspections, notifications, licensing, public reporting, and analytics.

Other Duties

  • Develop procedural alternatives when software issues arise or when workflows require interim manual processes.
  • Perform related duties as assigned to support the overall success of the DIR modernization initiative.
