- Creates and implements the strategic vision and technical architecture for the enterprise IT framework, systems engineering, and IT technical management
- Identifies, evaluates, and selects cutting-edge commercial IT products and emerging technologies for prototyping, proofs of concept, and pilot testing to support agency strategic IT goals.
- Conducts Business Case Analyses (BCAs) to determine return on investment, applying business process reengineering techniques and developing long-range acquisition plans for IT hardware, software, and firmware.
- Formulates multi-disciplined technical solutions, sets development and deployment roadmaps, and monitors advanced IT systems analytics and performance metrics.
- Develops, plans, coordinates, and executes enterprise-wide IT policies, strategic plans, and technical objectives across specialized IT disciplines.
- Aligns agency technology initiatives with the National Defense Strategy, DLA Strategic Plan, DoD CIO Strategic Plan, and DoD Business Enterprise Architecture.
- Establishes authoritative policy interpretations and technical guidance governing Data Architecture, Information Assurance, and Computer Network Defense.
- Coordinates technical governance in collaboration with Department of Defense Chief Technology Officers, military service counterparts, and executive IT leadership.
- Serves as the principal technical authority and point of contact for technology-related communications across subordinate organizations and component directorates.
- Coordinates work requirements with J6 Enterprise Service Area (ESA) Directorates, reviewing technical deliverables, establishing operational standards, and advising on broader program impacts.
- Evaluates technical mission requirements, identifies staffing, equipment, and capability gaps, and supports the formulation of the operational IT budget for ESAs.
- Advises senior agency leadership on complex integration challenges, negotiating work-related modifications to enhance IT support across defense logistics operations.
- Directs and oversees the program management workload by providing administrative and technical supervision to subordinate GS-14 level staff.
- Establishes priorities, assigns duties based on project complexity and employee competencies, develops performance standards, and conducts formal evaluations of subordinate work.
- Exercises delegated supervisory authorities, including interviewing candidates, recommending personnel selections, resolving grievances, and identifying professional development and training needs.
- Leads business process improvements to streamline operations, eliminate production bottlenecks, maintain internal management controls, and enforce equal opportunity policies.

QualificationsTo qualify for a SUPERVISORY IT PROGRAM MANAGER (PLCYPLN/SYSANALYSIS, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- mastery of advanced IT program management, enterprise architecture, and systems engineering concepts,
- Demonstrate experience exercising technical direction or supervisory oversight over high-level IT staff
- advising senior agency leadership on major technology modernization programs.
B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience

Drug-Free Workplace PolicyThe Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.
Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.
