Job Title: CAPPS Financials Purchasing Functional Consultant- 10+ yrs Exp

Location: Austin, Texas (Remote)

We are currently seeking candidates who meet the following qualification

• Demonstrated expertise in State of Texas policies, standards, and compliance requirements applicable to enterprise ERP and financial systems.
• Strong technical proficiency with PeopleSoft Application Designer, Integration Broker, SQR, SQL, BI Publisher, SAP BusinessObjects, and related development and reporting tools.
• Extensive experience performing PeopleSoft FSCM functional configuration, customization, and system administration.
• Hands-on experience supporting the PeopleSoft FSCM 9.2 Purchasing (PO) core module, including configuration, enhancements, and production support.
• Proven experience monitoring and administering PeopleSoft batch processing, including Run My Jobs (RMJ) scheduling, execution, troubleshooting, and performance optimization.
• Comprehensive knowledge of enterprise security best practices, including NIST standards, PeopleSoft security, and State of Texas multi-tenancy requirements.
• Extensive experience supporting Texas public sector organizations, working directly with or supporting 30+ State agencies.
• Proven ability to develop and execute strategic roadmaps, aligning business objectives with enterprise system enhancements through effective planning and stakeholder collaboration.
• Strong working knowledge of PeopleSoft Update Manager (PUM), Change Assistant, Fluid UI, Elasticsearch/Search Framework, lifecycle management, and selective adoption.
• Experience leading and supporting functional project management activities within the CPA CAPPS Program.
• Experience providing Tier 2 Service Desk support in a large-scale enterprise environment while coordinating with Managed Services Tier 3 vendors.
• Experience participating in Disaster Recovery (DR) planning, testing, and recovery exercises for enterprise applications.
• Proven ability to prepare and deliver executive-level presentations and communicate effectively with leadership and business stakeholders.
• Experience gathering, analyzing, and presenting information to support audits, compliance initiatives, and open records requests.
• Extensive experience supporting the CAPPS Financials environment using PeopleSoft FSCM 9.2.
• Demonstrated experience gathering requirements, analyzing, designing, developing, testing, and implementing enhancements across CPA statewide systems, including CAPPS, TINS, SPA, and USAS.
• Experience planning, coordinating, and supporting statewide Fiscal Year-End (FYE) processing.
• Experience supporting Priority 1 (P1) and Priority 2 (P2) incidents in accordance with the Major Incident Management (MIM) process.
• Experience interpreting contractual agreements, integrating contractual requirements into daily operations, and ensuring vendor compliance.
• Experience creating and maintaining WCAG 2.1-compliant digital content and documentation.
• Hands-on experience supporting the CAPPS Financials Purchasing module, including procurement, requisitions, sourcing, purchase orders, receiving, contracts, and vendor management.
• Working knowledge of ITIL best practices, including IT Service Management (ITSM) and IT Asset Management (ITAM).

• Experience supporting the PeopleSoft FSCM 9.2 Asset Management (AM) module.
• Experience supporting the PeopleSoft FSCM 9.2 General Ledger (GL) module.
• Experience supporting the PeopleSoft FSCM 9.2 Accounts Payable (AP) module.
• Experience supporting the PeopleSoft FSCM 9.2 Inventory module.
• Experience supporting the PeopleSoft FSCM Accounts Receivable/Billing module.
• Experience supporting the PeopleSoft FSCM Project Costing module.
• Experience supporting the PeopleSoft FSCM Strategic Sourcing module.
• Experience supporting the PeopleSoft FSCM Travel & Expense (T&E) module.
• Strong understanding of PeopleSoft Purchasing, Contracts, Inventory, eProcurement, Commitment Control, Vendor Management, Workflow, and Financial Integrations in large-scale enterprise ERP environments.
• Excellent analytical, problem-solving, communication, stakeholder management, and cross-functional collaboration skills supporting enterprise-level CAPPS Financials implementations and production support.
