Job Summary

We are seeking an experienced Project Manager with strong leadership and enterprise project delivery experience to manage large-scale data and reporting initiatives. The selected candidate will oversee project planning, execution, budgeting, scheduling, and stakeholder coordination for system enhancement initiatives supporting enterprise analytics and reporting platforms.

This role requires independent decision-making, strong judgment, and the ability to manage complex projects involving cross-functional teams, vendors, and internal stakeholders within an Agile delivery environment.

Key Responsibilities

• Plan, manage, and deliver enterprise-level projects from initiation through completion.
• Manage project scope, schedule, budget, risks, and deliverables to ensure successful execution.
• Lead and coordinate vendor software development teams and internal technical teams.
• Collaborate with business and program stakeholders to ensure requirements alignment and project transparency.
• Monitor project progress and provide regular status updates to leadership and stakeholders.
• Facilitate Agile ceremonies and ensure adherence to Agile project delivery methodologies.
• Identify project risks and develop mitigation strategies.
• Maintain project documentation, reports, and governance artifacts.
• Ensure compliance with organizational project management standards and frameworks.
• Support enhancement initiatives that expand enterprise reporting and analytics capabilities.

Required Qualifications

• 8+ years of Project Management experience managing complex enterprise initiatives.
• 8+ years of experience managing enterprise-scale data management or analytics projects.
• 8+ years of experience managing Agile projects, preferably within state or federal government environments or similar regulated organizations.
• Demonstrated ability to independently manage multiple complex tasks with minimal supervision.
• Strong leadership, communication, and stakeholder management skills.
• Experience managing cross-functional teams including vendors and internal development teams.

Required Certification

• Project Management Professional (PMP) Certification - Required
  (Certification must be active and listed on the resume. Proof may be requested.)

Preferred Qualifications

• Experience using project management tools such as Jira, Micro Focus Project Management, or similar platforms.
• Experience creating and managing deliverables aligned with the Texas Project Delivery Framework (TPDF).
• Agile certifications such as:
  • Certified Scrum Master (CSM)
  • PMI-Agile Certified Practitioner (PMI-ACP)
  • or equivalent Agile certification.
• Prior experience supporting government or public-sector technology initiatives.
