Position Summary:The Technologist will apply technical expertise to develop, implement, and improve technology solutions across the alert and warning ecosystem, bridging the gap between innovation and practical application.
Serving as the authority for all technology, innovation, infrastructure, and cybersecurity development and evaluation activities, this role will support the Program Manager with strategic planning, providing multi-directional leadership, upholding customer requirements, identifying and implementing solutions to meet customer outcomes.
The ideal candidate will exhibit knowledge of emergency communications with the public, strong organizational skills, extensive project management experience, a professional demeanor, and the ability to engage with high-value stakeholders across industries.
Duties:- Ensure unified technical governance, preventing uncoordinated technology adoption that could introduce operational or cyber risk into the IPAWS eco-system
- Defines and enforces IPAWS-aligned reference architectures and evaluates all candidate technologies for interoperability, effectiveness, scalability, security, and resiliency
- Serve as the innovation lead identifying emerging technologies and developing measured, operationally viable innovation recommendations
- Oversee and manage a Program Manage Enclaves (PMEs) to ensure compliance with security requirements
- Testing and evaluating technological components, hardware and software, to ensure functionality, efficiency, and compliance with industry/federal standards
- Provide technical guidance and support to team members and stakeholders with a strong ability to communicate complex concepts to non-technical audiences
- Document and implement technical specifications and system or configuration changes to maintain clarity and accountability
- Provides direct coordination with FEMA IPAWS leadership and stakeholders, ensuring all recommendations align with IPAWS mission priorities, DHS/FEMA policies, and authorization constraints
- Bridge the gap between technical teams, program leadership, operators, and end users by translating complex concepts into clear communications, actionable training, and authoritative documentation
- Maintain awareness and comprehension of legislation and policies related to public alert and warning for reporting and timely integration into IPAWS Technical Support Services operations and services
- Compose and lead the development of formal documentation (e.g., white papers, case studies, etc.) to inform leadership of complex issues and recommend research or experience-based solutions or advance alert and warning standards of practice
- Establish and maintain governance frameworks for program management to include reference guide(s), Standard Operating Procedures (SOPs) and Standard Operating Guidelines (SOGs), etc.
- Directly supports continuity of operations, audit readiness, workforce readiness, and long-term program sustainability
Qualifications:- Bachelors degree required; 6 years work experience may be substituted for degree
- 5-7 years of experience in complex federal IT or mission-critical systems
- Experience supporting FEMA systems preferred
- Experience leading a collaborative multi-discipline technical team
- U.S. Citizenship & ability to obtain & maintain a federal clearance
