Join our Digital Modernization team supporting a major federal enterprise program as a Lead Cloud DevOps Engineer. In this vital role, you will spearhead the agency's large-scale migration of Atlassian Jira and Confluence instances from a self-managed Data Center to Atlassian Government Cloud (AGC). Additionally, you will drive the ongoing operations, maintenance, and automation of the agency's enterprise AWS DevSecOps pipelines and shared toolchain to ensure reliable, secure software delivery.

KEY RESPONSIBILITIES
- Conduct pre-migration assessments (C2AGC), audit asset mappings across 50+ Jira projects (~25K issues) and 40+ Confluence spaces (~20K pages), and establish automated and manual data migration pathways.
- Evaluate Atlassian Marketplace app compatibility in A configure security schemes, and establish vendor cutover support windows.
- Execute multi-cycle end-to-end test migrations onto the Atest environment, coordinate User Acceptance Testing (UAT), and resolve defects.
- Author comprehensive production cutover runbooks, rollback plans, communication protocols, and lead live migration scripts during scheduled maintenance windows for zero-data-loss deployment.
- Provide post-migration hypercare, validate user permissions, remediate custom integrations, and facilitate operational handoff.
- Administer, patch, and maintain the enterprise DevSecOps shared toolset hosted on Linux servers, including GitHub Enterprise Appliance, CloudBees Jenkins, SonarQube, JFrog Artifactory, and Invicti.
- Build and optimize CI/CD automation pipelines with embedded static and dynamic application security testing (SAST/DAST) to support Authority to Operate (ATO) requirements.
- Design, provision, and maintain secure, scalable AWS infrastructure (EC2, VPC, IAM, Serverless/Lambda, Load Balancers) using Infrastructure as Code (CloudFormation / Terraform) and automation scripts (Bash, Python).
qualifications:
REQUIRED QUALIFICATIONS
Minimum 10+ years of overall IT experience focused on application delivery, systems administration, or software engineering.
Minimum 6+ years of direct experience building and maintaining DevOps pipelines and supporting infrastructure in AWS environments.
Proven hands-on experience migrating enterprise Jira Data Center and Confluence Data Center environments to Cloud SaaS / Atlassian Government Cloud (AGC).
Demonstrated proficiency utilizing Jira Cloud Migration Assistant (JCMA) and Confluence Cloud Migration Assistant (CCMA).
Working knowledge of FedRAMP Moderate/High standards, Atlassian Access/Guard, SAML/SSO integration, and Aarchitectural constraints.
Demonstrated experience administering CloudBees Jenkins (Ops Center and agents), GitHub Enterprise, SonarQube, and JFrog Artifactory on Linux platforms.
Strong skills in AWS core architecture and Infrastructure as Code (CloudFormation / Terraform) along with scripting in Bash or Python.
Ability to obtain and maintain a Public Trust clearance prior to start.
Ability to work 100% on-site at the customer facility in Washington, DC.
PREFERRED QUALIFICATIONS
AWS Certified Solutions Architect, DevOps Engineer Professional, or Developer Associate.
Atlassian Certified Professional credentials (e.g., ACP-CA, ACP-MJCP).
Experience with Invicti security scanning and blue/green deployment architectures.
