Job Responsibilities



On an ongoing basis, the Program Manager will report to the Application Development and Support manager, the designated Contract Manager. The Program Manager may serve as the liaison for the Department with the Federal Centers for Medicare & Medicaid Services (CMS), the Florida Digital Service, and solution providers/suppliers. The Program Manager will work closely with the Florida Long-Term Care Ombudsman Program (LTCOP) and other project stakeholders.



The Program Manager will focus on developing and improving business processes, assisting with the development of metrics, both within the technology and business organizations.



The candidate must have the following abilities for consideration:



A strong understanding of information systems, business processes, the key drivers and measures of success for the business, and the short- and long-term direction of the business and technology.



Capable of identifying, proposing, and influencing business solutions, negotiating deliverables and requirements across multiple business customers or organizations.



Possess an understanding of technological trends and state initiatives and use this knowledge to bring solutions to enhance the Departments strategic position.



The Program Manager will provide, but not be limited to, the following activities and tasks.



General Program Manager Activities. The Program Manager focuses on high-level coordination of multiple related projects to achieve a broad organizational goal. To do so, the Program Manager shall perform the following activities:



Strategic Alignment: Ensuring that the collective output of all projects aligns with the Department's goals and objectives.



Benefits Realization: Measuring whether the program actually improved the business after the individual projects were completed.



Cross-Project Dependency Mapping: Managing the "interlocking" pieces where the output of Project A is required for the start of Project C.



Stakeholder Political Management: Navigating high-level executive relationships and board-level expectations rather than day-to-day team management.



Program Governance: Establishing the standards, reporting structures, and "rules of engagement" that all project managers under the program must follow.



Resource Capacity Planning: Shifting budgets and personnel between different projects to ensure the highest-priority initiatives have what they need.



General Project Manager Activities. The Program Manager will also perform project management activities that focus on the specific constraints of a single project with a defined beginning and end.



Work Breakdown Structure (WBS) Creation: Decomposing a specific project into manageable tasks and sub-tasks for a team to execute.



Critical Path Management: Identifying the specific sequence of tasks that determines the shortest possible duration for the project.



Task-level Resource Leveling: Assigning specific individuals to specific tickets or chores to prevent staff burnout.



Technical Quality Control: Inspecting the specific deliverables (e.g. a line of code or a physical prototype) to ensure they meet the defined technical specifications.



Project Budget Tracking: Monitoring day-to-day expenses, purchase orders, and vendor invoices against a specific project's fixed budget.



Daily Stand-ups and Scrums: Facilitating the immediate, daily communication required to remove "blockers" for the execution team.



Project Reporting: Providing weekly tasks and status updates to the Contract Manager; CRAIDL logs; monthly reports; operational work plans. Other reporting as assigned, when necessary.



Project Artifacts: Producing "as-is" and "to-be" solution models; Business Requirements Document (BRD); Technical Requirements Document/specifications (TRD); and Wireframes/UI/UX design. Other artifacts as assigned, when necessary.



Contract Deliverables.



Program Roadmap: A visual, high-level timeline that shows the sequencing of various projects and major milestones over a long period (often 12 - 36 months). The Program Manager shall submit this within 3 months of the start date to the Department's Contract Manager, and maintain the roadmap at agreed upon intervals, or as necessary based on program changes.



Benefits Management Plan: This defines what success looks like in business terms (e.g., "Improve workflow processing time by 15%") and how those benefits will be measured and sustained after the projects are over. This maps specific project outputs to high-level business outcomes. The Program Manager shall submit this document as a project artifact in line with specific project schedule to the Department's Contract Manager.



Governance Framework: A document that establishes the "rules of the road." It defines the decision-making hierarchy, how often steering committee meetings happen, and the escalation paths for risks that a Project Manager cannot solve alone. This ensures consistency in reporting and quality across all sub-projects. Submission of the governance framework shall be within the timeframe specified by the Department's Contract Manager.



Stakeholder Engagement Matrix: This matrix identifies high-level stakeholders (VPs, Customers, Regulatory bodies) and outlines the communication strategy required to get them aligned. The Program Manager shall submit this within 3 months of the start date to the Department's Contract Manager and maintain the matrix at intervals specified by the Department's Contract Manager, or as stakeholder changes are identified.



Cross-Project Dependency Map: A technical deliverable that identifies "bottleneck" points where one project's delay will crash another project's start date. This will enable the Program Manager to proactively move resources to the project that is currently on the "critical path" for the entire program. The Program Manager shall submit this within 1 month of the start date to the Department's Contract Manager and maintain the map at intervals specified by the Department's Contract Manager or based on project dependencies if impacted.



Status Report. A report detailing the status of tasks, level of service provided to Department staff, and the projected completion date for each assigned task. The Contractor shall submit this report weekly to the Department's Contract Manager on the day specified by the Department's Contract Manager.



Project Related Deliverables. Project artifacts as assigned to the Program Manager per the project plan. This can include, as an example, technical documentation, system instructions, process and procedure documentation. The Project Related Deliverable documentation must be satisfactorily completed within the response time specified by project plan and accepted by the Department's Contract Manager.



QUALIFICATION REQUIREMENTS FOR PROGRAM MANAGER



The Program Manager candidate(s) submitted by the Contractor to provide these staff augmentation services must possess the following minimum qualifications and experience:



Possess the professional and technical skills necessary to perform IT program and project management.



Minimum of 10 years of experience in IT, with at least 3 years of leadership experience and 5 years managing an IT program area.



On-site availability at the Department's location in, Tallahassee, Florida is preferred, but remote work may be considered. Travel costs will not be reimbursed.



Educational Requirements.



The Contractor Program Manager, and any subsequent Contractor Program Manager provided by the Contractor, must possess, at a minimum, one of the following:



Bachelor's or master's degree in computer science, Business Administration, or other related fields, or equivalent work experience.



Project Management certification is required.



Expertise in technical writing and documentation.



Competency in document version control and collaborative document management.



Solid understanding of procurement procedures.



Strong negotiation and stakeholder management skills.



Experience with Florida State Agency IT Projects.



Experience with Florida legislative reporting practices (e.g. Operational Work Plans, spend plans, etc.)
