Hiring highly skilled Change Manager / Project Manager / Program Manager to lead organizational readiness and staff adoption for a multi-year modernization of the State health data infrastructure. This project focuses on modernizing data ingestion, implementing automated data governance, and migrating major datasets into a Statewide Data Lake.
The successful candidate will ensure smooth transitions from legacy systems to a modernized, Agile-driven environment, driving cultural alignment and project transparency across internal and external stakeholders.
Key Responsibilities
- Change Strategy & Planning: Define how change is introduced, communicated, and reinforced across the GMCB, with specific focus on external audience readiness.
- Stakeholder Management: Conduct stakeholder mapping and impact assessments to identify affected groups and develop tailored support plans, including RACI matrices and process-change heatmaps.
- Agile Communications: Sequence messaging by audience and channel, perfectly timed to the program s release lifecycle and "DataOps" sprints. This includes creating release notes, FAQs, infographics, and executive briefings.
- Training & Competency Building: Build and deliver role-based training curricula, short videos, and live workshops to increase staff competency in new platforms (Azure DevOps, Power BI) and governance practices.
- Legacy Retirement Support: Develop cutover and legacy retirement playbooks to reduce risk when deprecating old processes and introducing governed pipelines.
- Adoption Tracking: Utilize Power BI and Azure DevOps (ADO) to monitor adoption and readiness KPIs, such as training completion, pipeline reliability, and governance throughput.
- Governance Integration: Work with Scrum Masters and Data Governance Managers to embed change management tasks and governance requirements (lineage, glossary) into the "Definition of Done" for every sprint.
Qualifications
- Certification: Change Management certification is highly preferred (e.g., CCMP or Prosci Change Practitioner).
- Experience: Proven experience in large-scale organizational change, particularly in health data infrastructure or digital transformation within a government context.
- Methodology: Strong familiarity with Agile practices and PMI/PMBOK project management methodologies.
- Tools:
- Expertise: Azure DevOps (ADO), SharePoint, and Microsoft Office Suite. Not as developer but more as PM/Change Manager/Program Manager
- Proficiency: Power BI, Power Automate, and Power Apps. Not as developer but more as PM/Change Manager/Program Manager
- Familiarity: Cloud data environments (AWS, Azure Databricks, Snowflake) and data governance tools (Microsoft Purview).
- Skills: Exceptional facilitation, executive reporting, and strategic communication capabilities.
