Job Description :

The Senior IAM Developer is responsible for architecting, developing, and maintaining enterprise-wide Identity and Access Management (IAM) solutions to ensure secure, seamless access to Maryland Benefits applications for internal users, partners, and the public. This role leads modernization of the State s identity framework, integrates enterprise IAM platforms, automates identity lifecycle processes, and embeds security into DevSecOps pipelines.

Key Responsibilities

• Design and implement a scalable, secure end-to-end IAM architecture across all Maryland Benefits applications.
• Develop and manage SSO and federation using SAML, OAuth 2.0, and OIDC.
• Implement RBAC, PAM, and privileged access controls.
• Lead hands-on IAM integrations with Microsoft Entra ID, ForgeRock, and Amazon Web Services IAM Identity Center.
• Automate identity lifecycle processes (Joiner/Mover/Leaver) using SailPoint IGA, integrated with HR and target systems.
• Implement and manage MFA and adaptive authentication policies.
• Apply AI/ML-based security controls, including user behavior analytics and risk-based access.
• Ensure compliance with state, federal, PII, and HIPAA security requirements.
• Provide senior-level technical leadership, code reviews, and mentoring.
• Embed IAM controls into CI/CD and DevSecOps workflows.

General Experience

• 7+ years of progressive software engineering experience with a focus on cybersecurity and IAM.

Specialized Experience

• 5+ years in a senior IAM developer or architect role.
• Proven experience building enterprise-scale, public-facing IAM solutions.
• Expert knowledge of SAML, OAuth 2.0, OIDC, LDAP, SCIM.
• Strong hands-on experience with Entra ID, ForgeRock, AWS IAM, and related cloud identity services.
• Deep expertise in SailPoint IGA (access certifications, provisioning, workflows).
• Experience integrating IAM with Health & Human Services systems (SNAP, TANF, Medicaid preferred).
• Experience with AI-driven security and adaptive authentication.
• Strong development/scripting skills (Python, Java, .NET).
• Excellent leadership, communication, and problem-solving abilities.
