Position Overview

The State of Michigan is seeking an experienced System Analyst 3 to support an Agile project team. The System Analyst will gather, document, analyze, and test business requirements while working closely with technical and non-technical stakeholders.

The role will also serve as the ScrumMaster, with heavy use of Azure DevOps for managing epics, features, user stories, and project workflows.

Key Responsibilities

Business Analysis

• Gather, analyze, and document business and functional requirements.

• Develop process flows, use cases, and user stories with clear acceptance criteria.

• Translate business needs into technical specifications.

• Analyze existing and future-state business processes, data, and systems.

• Communicate system functionality and business needs to technical and non-technical stakeholders.

Quality Assurance & Testing

• Create test plans, test scenarios, and detailed test cases.

• Execute functional, integration, and regression testing.

• Log, track, and resolve application defects.

• Support User Acceptance Testing (UAT).

• Validate delivered solutions against documented requirements and quality standards.

• Coordinate testing activities with business partners.

Agile & ScrumMaster

• Serve as ScrumMaster for project activities.

• Use Azure DevOps extensively to manage project work.

• Create and manage epics, features, and user stories.

• Track work items throughout the project lifecycle.

• Support Agile project management practices.

• Coordinate with the PMO Project Manager on required project artifacts and documentation.

Project & Stakeholder Collaboration

• Collaborate with developers, project managers, business stakeholders, and project teams.

• Clarify requirements and resolve project issues.

• Support system demonstrations and production validation.

• Assist with training materials.

• Maintain accurate project documentation throughout the project lifecycle.

Required Qualifications

• 3+ years of Business Analyst experience within the last 5 years.

• 3+ years of Quality Assurance Analyst experience within the last 5 years.

• 3+ years of Azure DevOps experience or similar tools such as JIRA.

• 3+ years of experience creating epics, features, and user stories and managing work items through the project lifecycle.

• 3+ years of understanding BA, QA, and Development roles and responsibilities.

• 3+ years of experience with as-is/to-be processes and content creation.

• 3+ years of experience creating product roadmaps.

• 3+ years of familiarity with Project Management Methodologies and Agile.

• 3+ years of experience using BA/QA tools such as Figma and Visio.

• Strong communication and stakeholder management skills.
