The CIS Development Services team at one of our largest Fortune 100 energy clients is seeking an Oracle CC&B Application Developer to support ongoing customer platform modernization efforts. This team is responsible for designing, building, and maintaining critical customer-facing and internal applications that support billing, customer care, and operational processes.

The ideal candidate will join a highly collaborative, fast-moving technology team and contribute as an individual contributor with opportunities to mentor peers and influence technical direction. This role is heavily focused on Oracle Utilities Customer Care & Billing (CC&B) and related customer technology platforms, requiring strong Java development skills and experience delivering scalable, high-quality solutions. The environment values adaptability, continuous learning, and a willingness to take on new challenges as business needs evolve.

Basic Qualifications:
  • Bachelor's degree in Computer Science or a related discipline, or equivalent professional experience
  • 5-8 years of experience supporting or developing Customer Information Systems (CIS) applications
  • Strong proficiency in Java application development
  • Experience working with Oracle Utilities CC&B and the Oracle Utilities Application Framework (OUAF)
  • Solid understanding of CIS business processes and customer technology platforms
  • Experience designing, building, testing, and maintaining enterprise applications
  • Strong analytical and problem-solving skills
  • Excellent written and verbal communication skills
  • Ability to work independently with minimal supervision

Nice to Have:
  • Experience working in Agile development environments
  • Familiarity with Oracle databases, SQL Developer, FTP, and application lifecycle tools
  • Experience with the following technologies is a plus:
    • SQL / SQL Developer
    • XPath and CC&B configuration tools
    • HTML / XML
    • XAI / IWS Web Services
    • JSP
    • Git
    • Hibernate
    • Eclipse
  • Utility industry experience
  • Experience mentoring or guiding junior developers
  • Experience working with outsourced or third-party development partners

Responsibilities:
  • Designing, developing, extending, and supporting Oracle CC&B application extensions and batch programs using the OUAF SDK
  • Building and customizing CC&B modules using Java and associated technologies
  • Executing complex technical assignments and delivering cost-effective solutions aligned to business requirements
  • Performing technical analysis and providing recommendations to IT and business stakeholders
  • Collaborating with business partners, IT teams, and other stakeholders to ensure successful solution delivery
  • Researching and evaluating emerging technologies, tools, and development practices
  • Identifying opportunities to improve development processes, code quality, and system performance
  • Following established coding standards to ensure maintainable, scalable, and high-quality solutions
  • Assisting with knowledge sharing and mentoring of less experienced team members
  • Supporting optimization of computing resources across multiple functional areas as needed
