Law Enforcement (LE) Subject Matter Expert (SME)

The Subject Matter Expert (SME) provides senior level advisory and operational support to Naval Criminal Investigative Service (NCIS) Information Management Enterprise Services Architecture/Threat Screening and Vetting (IMESA/TSV) activities and serves as the contractors primary operational lead. This dual hatted role includes technical SME responsibilities as well as limited project oversight, coordination, and quality assurance functions.

Responsibilities
  • Provide senior level subject matter expertise for IMESA/TSV operations.
  • Advise on Terrorist Screening Database (TSDB) alert adjudication and derogatory information analysis.
  • Serve as primary contractor point of coordination for daily operations.
  • Oversee task execution, workload prioritization, and quality control.
  • Support reporting, metrics, and auditready documentation.
  • Identify and mitigate operational risks.
  • Supports the review, analysis, development and implementation of the NCIS Multiple Threat Alert Center (MTAC) function for the DoD in managing known or suspected terrorist encounter information in support of the following references: IMESA TSDB Alert Development and Monitoring Business Requirements.
  • Provide senior level advice to support the DoD physical security program, personnel security program, insider threat program and maintenance of law and order on DoD installations.
  • Interface with law enforcement counterparts, military criminal investigative organizations, the defense manpower data center, and terrorist screening center on NCIS MTAC issues pertaining to the development and monitoring of terrorist screening database alerts.
  • Manage all takings assigned by MTAC leadership to support the IMESA.
  • Attend weekly meetings and prepare meeting summary reports.
  • Other duties as assigned.

Qualifications
  • Active Top Secret/Sensitive Compartmented Information (SCI) clearance eligibility.
  • Bachelor's degree from in an accredited college or university.; advanced degree preferred.
  • Minimum ten (10) yeas of demonstrated experience in DoD, Military Department or counterterrorism matters.
  • Minimum five (5) years of experience using LE and Intelligence Community (IC) databases to assess derogatory information on DoD affiliated and local population persons.
  • Minimum five (5) years of experience using web applications to review and recommend action on the Terrorist Screening.
  • Database Alerts and to determine if the alert will be pushed to the appropriate law enforcement agency
  • Demonstrated leadership in missioncritical environments.

Preferred Qualifications:
  • Prior NCIS, IMESA, TSV, or TSDB experience
  • Experience overseeing cleared operational teams
  • Familiarity with DoD/Intelligence Community (IC) quality and compliance frameworks

Knowledge, Skills and Abilities:
  • Ability to operate in secure, highsensitivity environments.
  • Expert knowledge of IMESA/TSV mission operations, including counterterrorism/law enforcement/security policy support and daily TSV execution.
  • TSDB alert adjudication experience, including review/recommendation actions and workflow familiarity.
  • Proficiency using Law Enforcement & Intelligence Community databases to assess derogatory information and support screening/vetting decisions.
  • Ability to coordinate across interagency partners (NCIS, Major Case Investigative Organizations (MCIOs), Federal Bureau of Investigation Terrorist Screening Center (FBI TSC), Defense Manpower Data Center (DMDC)) on TSDB alert development/monitoring issues.
  • Strong written and verbal communication skills (reports, metrics, briefings, meeting summaries).
  • Demonstrated capability to manage taskings, prioritize workload, and ensure quality control in a hightempo operational setting.
  • Ability to provide seniorlevel advisory support on DoD physical security, personnel security, and insider threat program matters.
  • Ability to support metricsdriven reporting and auditready documentation consistent with mission requirements.
  • Ability to travel Outside of the Continental United States (OCONUS), within
  • the Continental United States (CONUS), and within the NCR.
  • Ability to function as the primary contractor operational lead (dualhatted oversight), coordinating execution.
