Summary

Job Description 

Work Location: 100% Remote (Will only consider candidates in the Eastern and Central time zones)

Business Analyst will support the CCWIS and CCMS projects, respectively, throughout their life cycle within DHHS. You will report directly to the Project Manager. Your main tasks will include detailed requirements analysis, process documentation, and driving user acceptance testing. To succeed in the role, you should have a natural analytical way of thinking and be able to explain difficult concepts to non-technical users. The Business Analyst will partner closely with the various IT support teams to define requirements that will inform the project’s goals.  

The four major areas of the Business Analyst’s responsibilities are:

  • Collaborate with the Project Manager to build a path to success and to define risk mitigation strategy when risks arise.
  • Development of future-state business process models to address roadblocks, challenges, and opportunities.
  • Develop clear and concise functional and technical requirements to be used for solution planning.
  • Manage and participate in user acceptance testing to verify functionality and completeness of system changes.

Role Description

  • Experience conducting Facilitated Workshops for requirements analysis.
  • Experience creating workflows using formal notation such as the Business Process Modeling Notation (BPMN).
  • Knowledge of formal requirements gathering methodologies.
  • Experience developing Business Requirements - project initiation document, what the needed achievements will be, and the quality measures.
  • Experience developing Functional requirements - describe what the system, process, or product/service must do to fulfill the business requirements.
  • Experience developing User (stakeholder) requirements - are a very important part of the deliverables; the needs of the stakeholders will have to be correctly interpreted. 
  • Experience developing Quality-of-service (non-functional) requirements - are requirements that do not perform a specific function for the business requirement but are needed to support the functionality. For example: performance, scalability, quality of service (QoS), security and usability.
  • Experience developing Report Specifications - define the purpose of a report, its justification, attributes and columns, owners and runtime parameters.
  • Experience developing Requirements Traceability Matrix - a cross matrix for recording the requirements through each stage of the requirements gathering process.
  • Strong organization and writing skills. Experienced developing graphic representations of complex business processes.
  • Ability to work alone, self-directing. Able to manage their time for maximum efficiency. 
  • Advanced skills working with customers, including excellent communication skills with all levels of business as well as IT staff. 

Critical Skillsets for success:

  • Must have experience working within State and Federal projects to support the OCFS management team throughout the project life cycle.
  • Highly proficient in business process modeling and analysis.
  • Highly proficient in using Excel to perform various data analysis tasks.
  • Independently and effectively manages time using common-sense priority setting.
  • Preferred - Knowledge of government social services/child welfare programs and systems.
  • Writing Test Plans and executing Test Cases.
  • Must possess the qualities of a balance between technical analysis and interpersonal skills.
  • Excellent written and oral communication skills are required.

Required Skills:

  • Extensive experience with State of Maine Child Welfare Systems and other aspects of state government.
  • Highly proficient in business process modeling and analysis.
  • Highly proficient in using Excel to perform various data analysis tasks.
  • Writing Test Plans and executing Test Cases
