Position Summary

The Delivery Lead is responsible for leading the successful execution of the modernization and delivery of the Office of Inspector General''s (OIG) Project and Recommendation Tracking (PRT) system. This role oversees Agile software delivery across cross-functional teams responsible for enhancing and modernizing a legacy Microsoft-based application hosted in Azure Government Community Cloud (GCC) High. The Delivery Lead manages planning, execution, risk, dependencies, releases, and stakeholder communications while ensuring the solution meets business, technical, security, and compliance requirements.

Working alongside Product Management, Solution Architecture, Development, Infrastructure, and Government stakeholders, the Delivery Lead ensures successful implementation of enhancements across the PRT platform, including project dashboards, recommendation management, reporting, time tracking, user administration, audit logging, and database modernization.

Key Responsibilities

  • Lead end-to-end Agile delivery for modernization of the OIG Project and Recommendation Tracking (PRT) system.
  • Develop and maintain integrated project schedules, release plans, milestones, and delivery roadmaps.
  • Coordinate cross-functional teams including Product Management, Solution Architecture, Software Engineering, DevSecOps, QA, Database Administration, Infrastructure, and Government stakeholders.
  • Manage Agile ceremonies including Sprint Planning, Daily Standups, Reviews, Retrospectives, and Release Planning.
  • Coordinate delivery of enhancements across:
    • Dashboards
    • Project and Recommendation Management
    • Time Tracking
    • Monthly Reporting
    • Administrative Functions
    • Security Administration
  • Oversee modernization of the existing .NET Framework application and SQL Server environment while maintaining operational continuity.
  • Coordinate migration of legacy business logic and database objects while preserving data integrity.
  • Manage risks associated with legacy modernization, release deployments, and production support.
  • Ensure solutions comply with federal cybersecurity, auditing, records management, and data retention requirements.
  • Coordinate User Acceptance Testing (UAT), production deployments, and release validation.
  • Monitor delivery metrics including sprint velocity, burn-down, defect trends, and release readiness.
  • Partner with infrastructure teams supporting Azure GCC High, Windows Server, SQL Server, Microsoft 365 authentication, and Power BI reporting.
  • Coordinate implementation of reporting capabilities supporting operational management and Congressional reporting requirements.
  • Support integration planning with enterprise platforms including SharePoint, Power BI, Microsoft 365, and future document retention solutions.
  • Drive continuous improvement initiatives across Agile delivery processes and operational workflows.

Required Qualifications

  • Bachelor''s degree in Information Technology, Computer Science, Engineering, Business, or related field.
  • 8+ years of experience leading enterprise software delivery programs.
  • Experience managing Agile software development teams.
  • Experience delivering modernization initiatives involving legacy Microsoft technology stacks.
  • Strong understanding of:
    • SDLC
    • Agile/Scrum methodologies
    • Microsoft Azure environments
    • SQL Server
    • Enterprise application delivery
    • Release management
    • Risk management
    • Change management
  • Experience coordinating database migration, enterprise reporting, and system modernization efforts.
  • Excellent leadership, communication, and stakeholder engagement skills.

Preferred Qualifications

  • Project Management Professional (PMP)
  • Certified Scrum Master (CSM)
  • SAFe Agilist (SA)
  • PMI Agile Certified Practitioner (PMI-ACP)
  • Experience with Azure DevOps, Jira, Microsoft Project, or similar delivery management platforms.
  • Familiarity with Azure Government (GCC High), Microsoft 365, Power BI, Windows Server, SQL Server, and .NET Framework applications.
  • Experience supporting federal government modernization programs, particularly within Inspector General (OIG) or oversight organizations.

Knowledge of NIST, FISMA, NARA, and federal records management requirements.
