Position Summary

The Project Manager will lead the strategic modernization and lifecycle management of the Office of Inspector General''s (OIG) Project and Recommendation Tracking (PRT) system, a mission-critical enterprise application supporting project management, recommendation tracking, reporting, time tracking, user administration, and operational oversight. The current PRT application, originally developed more than two decades ago and continuously enhanced by OIG staff, operates within an Azure Government Community Cloud (GCC) High environment utilizing the Microsoft technology stack (.NET Framework, SQL Server, Windows Server, and Power BI).

Working closely with Government stakeholders, business owners, architects, and Agile delivery teams, the Project Manager will define the product vision, prioritize enhancements, and oversee modernization efforts that improve usability, scalability, reporting capabilities, security, and long-term maintainability while preserving existing business functionality. This role ensures the solution complies with federal security requirements, records management standards, and audit requirements while supporting enterprise reporting and future integration with Microsoft 365 and other OIG platforms.

Key Responsibilities

  • Develop and execute the product strategy and roadmap for modernization of the OIG Project and Recommendation Tracking (PRT) system.
  • Serve as the primary liaison between Government stakeholders, technical teams, and executive leadership.
  • Lead discovery sessions to understand current business processes across all PRT modules, including:
    • Project Dashboards
    • Project and Report Management
    • Recommendation Tracking
    • Time Tracking
    • Monthly Reporting
    • Administration and User Management
  • Translate business requirements into product roadmaps, epics, user stories, and acceptance criteria.
  • Prioritize product backlog based on mission priorities, compliance requirements, technical complexity, and business value.
  • Define product capabilities supporting:
    • Role-Based Access Control (RBAC)
    • Enterprise reporting and analytics
    • Time tracking workflows
    • Audit logging
    • Records management
    • Recommendation lifecycle management
    • Database modernization
    • Legacy data migration
  • Collaborate with architects on modernization of the existing .NET Framework application and SQL Server database while minimizing disruption to business operations.
  • Partner with UX designers and technical teams to improve usability for approximately 30 daily enterprise users.
  • Ensure seamless integration with Microsoft technologies including Microsoft 365 authentication, Power BI reporting, Azure GCC High, SQL Server, and future document management capabilities.
  • Define reporting requirements supporting executive leadership, operational management, and Congressional reporting.
  • Work with stakeholders to improve business processes while preserving historical data integrity.
  • Ensure compliance with federal security requirements, NARA records management standards, audit requirements, and data governance policies.
  • Measure product success using operational metrics, stakeholder feedback, and delivery KPIs.

Required Qualifications

  • Bachelor''s degree in Business, Information Systems, Computer Science, or related discipline.
  • 8+ years of Product Management experience delivering enterprise software solutions.
  • Experience managing Agile product backlogs and product roadmaps.
  • Experience modernizing legacy enterprise applications.
  • Strong understanding of Microsoft technology ecosystems including Azure, SQL Server, Power BI, Microsoft 365, and enterprise authentication.
  • Experience gathering requirements from multiple business stakeholders.
  • Knowledge of RBAC, reporting, records management, workflow automation, and audit/compliance.
  • Excellent communication and stakeholder management skills.

Preferred Qualifications

  • Certified Scrum Product Owner (CSPO)
  • SAFe Product Manager/Product Owner
  • PMP Certification
  • Experience supporting federal government modernization initiatives.
  • Familiarity with Azure Government (GCC High), NIST, FISMA, NARA, and OIG environments.
  • Experience with Azure DevOps, Jira, or equivalent Agile management platforms.
