Summary

The Oracle APEX/PL-SQL Technical Lead will lead technical architecture and development of the standalone Medical Cannabis Patient Registry using GDPH&# ;s existing Oracle Database, Oracle APEX, PL/SQL, and ORDS environment.

Required / Preferred Experience

  • 7+ years of Oracle APEX and PL/SQL application development and technical leadership.

  • Oracle database schema design and performance tuning.

  • Data migration and legacy application modernization.

  • Complex enterprise application development.

  • Public-sector or healthcare application experience preferred.

Key Technical Skills

Oracle APEX, PL/SQL, Oracle Database, ORDS, SQL performance tuning, schema design, REST APIs, Git, Azure DevOps, Oracle APEX Team Development, data migration, secure development, MFA, and HIPAA.

Key Responsibilities

Lead technical design and architecture, coordinate Oracle schema design with the GDPH DBA, develop core registry components, review code, enforce security and performance standards, oversee integrations, support data migration and production cutover, and prepare technical documentation and knowledge transfer.
