About this Position:

Job Title: Product Owner/Manager

Duties and Responsibilities:

• Define and maintain product vision, strategy, and roadmap aligned with business goals and state IT requirements, including release planning and backlog direction.

• Collaborate with program staff to document long-term system vision and continuously refine product priorities based on dependencies and sprint outcomes.

• Prioritize and manage the product backlog to ensure focus on high-value features and timely delivery.

• Write clear user stories, acceptance criteria, and detailed requirements, including business rules, use cases, and specifications.

• Facilitate backlog grooming and manage requirements, epics, and user stories using Azure DevOps as the single source of truth.

• Act as Scrum Master by leading daily scrums, sprint planning, retrospectives, and removing blockers to ensure team productivity.

• Serve as the primary liaison between business stakeholders and development teams, ensuring clear communication, alignment, and continuous feedback.

• Support project execution including implementations, vendor coordination, RFP reviews, and user acceptance testing (UAT) with defect tracking.

• Maintain professional communication, update documentation (e.g., SharePoint), and track work items to ensure transparency and progress reporting.

Required Experience:

Core Qualifications

• Demonstrated experience as a Product Owner or Business Analyst on an Agile/Scrum team.

• Proficiency in product vision and strategy development.

• Proficiency in writing user stories and defining acceptance criteria.

• Proficiency in sprint planning and facilitation.

Technical & Industry Knowledge

• Experience with Salesforce (specifically custom code environments).

• Experience with Azure DevOps (tracking requirements, bugs, and project planning).

• Proficiency in Agile Project Management methods.

• Advanced knowledge of business and programs supported by the systems (licensing, inventory tracking, regulation).

Preferred Background:

• Experience with the Cannabis Regulatory/Control Industry is highly preferred.

• Knowledge of inventory handling, regulation, and enforcement practices.

• Experience with Microsoft SQL Server, Power BI, or similar reporting tools.

• Familiarity with data privacy and security standards (e.g., HIPAA).

• Familiarity with state information technology requirements and federal/state regulations.
