Position Summary
A full-time, onsite IT Project Manager to lead the end-to-end implementation of Palm Beach County''s new SaaS-based Land Management Software (LMS). The PM will be the primary integration point between internal county stakeholders, the LMS vendor, third-party integration vendors, and the Office of Technology and Innovation (OTI).
- Location: Onsite, West Palm Beach, FL (Mon–Fri, 8 AM–5 PM)
- Duration: 36 months + optional 12-month extension
- Start Date: June 22, 2026
- Structure: Fixed fully-burdened hourly rate (independent contractor, LLC, or small firm)
Core Responsibilities
1. Project Management & Leadership
- Develop and execute a master project plan from pre-implementation through post-launch
- Define scope, schedule, milestones, resource allocation, and budget controls
- Lead project governance and serve as the executive-level accountability point
2. Stakeholder Coordination
- Act as primary liaison between PZB, OTI, LMS vendor, and all county departments
- Facilitate coordination meetings, workshops, and executive briefings
3. Technical Oversight
- Oversee data migration, API connections, and integration with existing county systems
- Coordinate infrastructure, security configuration, and platform setup
- Apply GIS knowledge relevant to land management workflows
4. Change Management & Training
- Design and execute change management strategies for user adoption
- Oversee training materials, documentation, and knowledge transfer
5. Quality Assurance & Go-Live Readiness
- Lead UAT and manage go-live checklists, cutover plans, and post-launch protocols
- Own post-go-live stabilization for a minimum 6-month period
6. Required Plan Deliverables Project Management, Resource, Quality, Scope, Risk, Budget, and Change Control Management Plans.

| Background Check | Must pass CJIS fingerprint-based criminal background check |

- PMP (PMI) — strong preference
- PMI-ACP, Agile, CSM, or SAFe Agilist
- ITIL Foundation or higher
- Prosci ADKAR / change management certification
- Experience with Tyler Technologies, Accela, or OpenGov LMS platforms
- Familiarity with ESRI ArcGIS
- Prior work with Florida county or municipal governments
