Overview

A Technical Project Manager oversees the planning, execution, and delivery of technology projects that support public missions. This role ensures compliance with government regulations, manages multi?agency stakeholders, and delivers secure, scalable systems that align with agency objectives and federal IT standards.

Key Responsibilities

Project & Program Management
  • Lead end-to-end planning and delivery of IT projects in alignment with agency goals.
  • Develop project charters, integrated master schedules, work breakdown structures, and governance documentation.
  • Ensure projects meet federal/state requirements including FISMA, FedRAMP, NIST, and agency-specific standards.

Stakeholder & Multi-Agency Coordination
  • Serve as the liaison between technical teams, contracting officers, program leadership, and external agencies.
  • Facilitate cross-functional meetings, briefings, and status updates for senior government officials.
  • Translate technical complexities into clear, actionable information for non-technical stakeholders.

Technical Leadership & Oversight
  • Collaborate with engineers, architects, cybersecurity teams, and vendors to define system requirements.
  • Oversee technology implementations such as cloud migration, application modernization, data systems, and infrastructure upgrades.
  • Ensure systems meet security, privacy, and accessibility requirements (e.g., Section 508).

Compliance, Risk & Quality Management
  • Identify and mitigate risks, dependencies, and issues across technical workstreams.
  • Maintain compliance with federal IT governance frameworks including:
    • NIST SP 800-series
    • OMB Circular A-11 & A-130
    • FAR / DFARS (when acquisition-related)
  • Support audits, ATO processes, and documentation required for cybersecurity and privacy.

Contract & Vendor Management
  • Support procurement activities including RFP development, evaluation of proposals, and vendor performance assessments.
  • Oversee contractor deliverables, SLAs, quality metrics, and contract compliance.

Agile & SDLC Leadership
  • Facilitate Agile ceremonies (sprint planning, retrospectives, backlog grooming).
  • Ensure adherence to SDLC processes-Waterfall, Agile, or hybrid-based on agency standards.
  • Maintain documentation required for audits, governance boards, and change control reviews.

Budget & Resource Coordination
  • Track project budgets, funding allocations, and expenditures.
  • Coordinate resources across government staff, contractors, and multi-agency stakeholders.

Required Qualifications
  • Bachelor's degree in IT, Computer Science, Engineering, Public Administration, or related field.
  • 10+ years of project management experience in IT environments.
  • Strong understanding of government IT compliance frameworks (NIST, FISMA, FedRAMP).
  • Experience working with contracting officers, acquisition teams, or federal procurement processes.
  • Familiarity with project management tools (Jira, MS Project, Azure DevOps, Trello, etc.).
  • Certifications preferred:
    • PMP or CAPM
    • CSM/SAFe Scrum Master
    • ITIL
    • Security+ (for security-sensitive programs)

Key Skills & Competencies
  • Excellent communication and government stakeholder management.
  • Ability to lead technical teams in secure environments.
  • Strong understanding of cloud services (Azure, AWS GovCloud) and enterprise systems.
  • Knowledge of risk management, security compliance, and IT governance.
  • Ability to operate in structured, policy-driven environments.
