Job Description Everforth ECS is seeking a highly skilled
Technical Project Manager to facilitate complex software and data modernization initiatives in support of the Department of Homeland Security. This role will partner closely with Full Stack and Data Engineers to modernize legacy systems and deliver secure, scalable enterprise applications in the Cloud.
This role will focus heavily on planning and executing modernization roadmaps for legacy applications and data platforms, ensuring technical alignment across teams, managing risk, and delivering capabilities on time and within scope. You will play a critical role in translating mission needs into actionable technical work, coordinating cross-functional efforts, and ensuring high-quality delivery for production systems.
Key Responsibilities:
- Lead planning and execution of complex, multi-team modernization projects, including scope definition, work breakdown, scheduling, and dependency management.
- Partner with engineering team to define technical delivery plans for re-architecting APIs, modernizing data layers, and migrating legacy systems.
- Own and maintain project roadmaps, release plans, and incremental delivery milestones for large enterprise applications.
- Facilitate Agile/SCRUM ceremonies (backlog refinement, sprint planning, daily stand-ups, reviews, and retrospectives) and ensure consistent, predictable delivery.
- Identify, track, and mitigate project risks and issues related to modernization, cutovers, data migrations, and production changes.
- Work closely with stakeholders to gather and refine requirements, align priorities, and translate mission objectives into clear technical epics and user stories.
- Monitor and report on project health using metrics (e.g., velocity, throughput, defect trends, release readiness) to inform leadership and stakeholders.
- Coordinate production releases and cutover activities, minimizing downtime and operational risk for mission-critical systems.
- Prepare and deliver clear, concise status reports and briefings for technical and non-technical stakeholders, including DHS partners.
Required Skills - Must have ship.
- Ability to pass a Public Trust investigation.
- Bachelor's degree in a related field.
- Minimum 10 years of general work experience.
- 10+ years of experience managing software or data engineering projects, with strong experience leading legacy system modernization efforts.
- Proven experience managing projects involving Java-based services (e.g., Spring Boot or similar), modern JavaScript frontends (e.g., React), and relational databases.
- 5+ years of hands-on Agile/SCRUM project management experience, including backlog management, sprint execution, and incremental delivery.
- Experience managing projects that leverage CI/CD pipelines, automated testing, and deployments in AWS or Azure Cloud environments.
- Strong understanding of software development lifecycles (SDLC), DevSecOps practices, version control (Git), and collaborative development workflows.
- Proven track record leading cross-functional technical teams and coordinating across multiple stakeholders and workstreams.
- Excellent communication skills with the ability to explain technical challenges, tradeoffs, and plans to non-technical stakeholders and leadership.
- Strong risk, issue, and dependency management skills, particularly in production and legacy environments.
Desired Skills - Experience managing projects that involve re-architecting systems from monolithic to microservices or other modern architectures.
- Familiarity with data engineering concepts, including schema design, data migration, and coexistence strategies between legacy and modern data stores.
- Experience working with or managing efforts using tools such as Docker, Kubernetes, Jenkins, Terraform, Ansible, OpenSearch, Elasticsearch, and GitLab.
- Prior experience supporting DHS or other federal customers on mission-critical systems.
- Familiarity working in Agile / SCRUM development environments, including scaled Agile practices across multiple teams.
- Relevant certifications (e.g., PMP, SAFe, CSM) a plus.
