Salary Consideration:

Range 08IT, Step A is $97,356 per year and Step L is $127,788. The high end of the salary range, Step M, is $130,992, and is typically a longevity step. All employees progress to Step M six (6) years after being assigned to Step L in their permanent salary range.

The Opportunity:

The Washington Utilities and Transportation Commission (UTC) seeks to fill the role of IT Application Development Supervisor within the Information Services section of the Administrative Services Division to provide technical expertise and development support for the commission's digital services, including enterprise application modernization, system maintenance, database integration, and the implementation of new software features. The position is responsible for designing, coding, testing, and deploying software components that align with the agency's mission and statewide technical standards.
This position has direct responsibility for managing the IT development and business analyst staff, and the section's budget applicable to agency IT development and maintenance for all business applications. In addition, this position is a member of the agency's extended leadership team.
Hybrid:

Although this is a hybrid opportunity, the successful incumbent must reside within Washington state and must be available to report to the Lacey, Washington headquarters building when needed.

Local travel, mostly within Thurston County, may be required to attend training and meetings.

Duties
Some of What You'll Do:The main purpose of this position is to provide professional-level software development, systems analysis, and technical support for the agency's business applications and digital services. This role is responsible for designing, coding, testing, and implementing software solutions that adhere to enterprise-wide policies, security standards, and architectural frameworks. This position contributes to the modernization of legacy systems, supports the integration of new technologies, and ensures the continuous functionality of critical applications that align with agency and statewide operational goals.
Additional tasks include:

  • Define the tools, practices, patterns, procedures, policies, and methods used by the application development staff to build and maintain applications, including mission-critical, high-risk applications.
  • Interview, hire, assign, direct work, coach, evaluate, and discipline IS staff engaged in application development and maintenance.

  • Manage the maintenance of application development tools and environments, and the transition of applications from legacy to modern environments.

  • Provide high-level and long-term designs for applications and their interfaces with internal and external services.
  • As an expert application developer, apply advanced knowledge and discretion to develop and update applications; create web pages and forms; create data connections and queries; design and build object classes, methods, and properties; compose report definitions; design code solutions and database tables; build stored procedures; and create or modify other computer code using Visual Studio, SQL Server, SQL Server Reporting Services, ASP.NET, C#, JavaScript, and other tools and languages in a mixed Dynamics, SharePoint, .NET, and SQL environment to create and maintain custom applications needed by the agency.
  • Manage the section's source code, product backlogs, and sprint planning in Azure DevOps.

Qualifications
Required Qualifications:

  • Seven (7) years of consultative, administrative, or supervisory experience in application development and maintenance, application architecture, development tools and practices, database design and programming, and project management.
  • Advanced experience in Visual Studio, C#, ASP.NET, SQL, and JavaScript.
  • Experience or training in Agile development theory and practice.

Note: A master's degree in information services, business or a related field, including a minimum of nine (9) semester or 15 quarter hours of computer science courses will substitute for three (3) years of required experience. A bachelor's degree in information services, business or a related field, including a minimum of nine (9) semester or 15 quarter hours of computer science courses will substitute for two (2) years of required experience. An associate's degree or completion of an accredited vocational training program in an information technology or a related program will substitute for one (1) year of required experience.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
