Position: Project Manager

Key Responsibilities
Project Management & Delivery:
Create, maintain, and manage comprehensive project plans, master schedules, resource plans, and delivery timelines.
Coordinate cross-functional workstreams spanning development, QA, cloud, security, and operational teams.
Track project health, milestone progress, risks, issues, scope changes, and budget/cost parameters; deliver clear status updates to leadership and key stakeholders.
Ensure full compliance with VDOT and VITA project management guidelines, standards, and reporting requirements.
Agile & Scrum Execution:
Facilitate core Scrum ceremonies including Sprint Planning, Daily Standups, Backlog Refinement, Sprint Reviews, and Retrospectives as Agile adoption progresses.
Partner with Business Analysts and Product Owners to support backlog grooming, ticket readiness, and user story prioritization.
Guide development teams as they transition into more structured Scrum execution and mature their Agile practices.
Monitor work in Azure DevOps (ADO) and assist developers with managing ongoing ticket-based operational and release support.
Process Improvement & Release Coordination:
Champion delivery process improvements, workflow enhancements, and clear documentation practices.
Coordinate release planning, cutover schedules, and dependency mapping to ensure smooth delivery sequencing across microservices.
Required Qualifications & Skills
Certifications: Active PMP (Project Management Professional) AND CSM (Certified ScrumMaster) certifications are Required.
Experience: 8+ years of technical project management experience leading multi-disciplinary teams through Waterfall, Agile, and Hybrid delivery models.
• Technical Modernization: Proven track record managing software modernization, cloud migration, or system transformation initiatives.
• SDLC & Agile Knowledge: Strong understanding of standard Software Development Life Cycle (SDLC) models, Scrum frameworks, and Agile delivery best practices.
• Tool Proficiency:
Advanced proficiency with Azure DevOps (ADO) (Boards, backlog tracking, sprint velocity, and reporting).
Hands-on experience with Microsoft Planner Premium or similar enterprise portfolio management platforms.
Advanced proficiency in Microsoft Office tools, including Excel, Visio, Teams, and PowerPoint.
Cross-Functional Collaboration: Exceptional communication, stakeholder management, and organizational skills with an ability to work independently and take full ownership of program deliverables.
Desired Skills & Qualifications
Extended Experience: 10+ years of technical project management experience in enterprise software or public-sector technology environments.
Architecture Familiarity: Hands-on experience supporting projects centered on microservices architecture, API-driven design, or cloud-native infrastructure.
Process Re-engineering: Demonstrated experience designing and implementing delivery process improvements, governance frameworks, and executive reporting dashboards.
Key Deliverables & Success Metrics
Schedule & Resource Accuracy: Maintenance of accurate master schedules, resource allocation plans, and proactive cross-team dependency mapping.
Risk & Status Transparency: Timely identification, escalation, and mitigation of program risks, dependencies, and blockers.
Agile Maturity: Smooth facilitation of Scrum ceremonies and measurable improvement in team velocity and Agile maturity over time.
Workflow Enhancement: Delivery of streamlined delivery workflows, standardized documentation, and accurate status dashboards.Program Alignment: Continuous progress toward core program milestones for the tolling modernization microservices rollout.
