Position Overview
Seeking a senior-level IT Strategy & Project Management Office (PMO) Transformation Consultant to manage enterprise-level projects while leading the transformation of a traditional PMO into a scalable, AI-enabled shared services model.
This role combines hands-on project management delivery with executive-level PMO strategy, portfolio governance, financial oversight, and organizational design. The consultant will work across IT leadership, business stakeholders, enterprise architecture, and portfolio governance functions to modernize delivery frameworks and optimize enterprise value realization.
Key Responsibilities
Project Management Leadership
- Lead full lifecycle, PMP-aligned project management processes including initiation, planning, execution, monitoring, and closeout.
- Develop and maintain business cases, project charters, communication plans, schedules, risk registers, and benefits realization plans.
- Facilitate formal phase gates and governance approvals.
- Monitor and control scope, schedule, cost, and risk; manage change requests.
- Deliver executive-ready status reporting and dashboards.
- Perform project closeout activities including lessons learned and benefits tracking.
- Provide coverage for enterprise project capacity constraints as needed.
PMO Transformation & Portfolio Governance
- Redesign PMO operating model, roles, RACI structures, and service catalog.
- Optimize intake, onboarding, prioritization, and governance frameworks.
- Establish scalable stage-gate controls and reporting cadence.
- Implement AI-enabled workflows for status automation, risk identification, and resource forecasting.
- Define portfolio KPIs including strategic alignment, cycle time, and value realization metrics.
Business Relationship & Enterprise Architecture Integration
- Integrate demand management with portfolio governance.
- Establish intake councils, quarterly planning cadence, and shared KPIs.
- Support development of enterprise architecture governance, review boards, and standards lifecycle.
- Align capability-based planning with portfolio prioritization.
Data, Financial Governance & Analytics
- Deploy portfolio dashboards and PMO data models.
- Support CapEx/OpEx tracking, forecasting, variance analysis, and benefits realization.
- Leverage analytics tools for decision support and value optimization.
- Link portfolio financial performance to business outcomes.
Change Management & Organizational Design
- Develop and execute transformation roadmap and change management strategy.
- Define role clarity and job architecture (RACI).
- Deliver training curriculum for project managers and stakeholders.
- Facilitate workshops and executive stakeholder engagement sessions.
Mandatory Qualifications (Required)
- Minimum 10 years of IT Project Management experience
- Minimum 7 years in IT Strategy and/or PMO leadership
- 7+ years managing multiple concurrent enterprise-level projects
- Demonstrated PMO redesign experience (operating model, intake, governance, portfolio management)
- Proven implementation of AI and analytics within PMO reporting and decision support
- Financial governance experience (CapEx/OpEx management, forecasting, benefits realization)
- Experience with data interpretation and visualization tools (e.g., SQL, Business Objects or similar)
- Strong experience with project management tools such as ServiceNow, JIRA, Clarity, and/or Power BI
- Experience building new teams and establishing governance frameworks
- Executive-level stakeholder management (CIO/CTO visibility)
- Strong communication, risk management, schedule and cost control expertise
- Demonstrated ability to quickly assimilate into complex environments
Desirable Qualifications (Preferred)
- PMP certification
- Agile Product Owner certification
- Bachelor s degree in Computer Science, Information Systems, Engineering, Business, or related field
- MBA (IT or Finance emphasis preferred)
- Certifications such as PMI-ACP, SAFe, TOGAF, BRMP, ITIL, COBIT, Prosci
- Experience within regulated or utility environments
- Experience implementing AI tooling such as Microsoft Copilot, Power Automate, Power BI automation
- Experience with enterprise architecture governance models
