Position Overview
We are looking for a Senior Project Manager III to lead complex technology and software implementation initiatives supporting the Division of Public Health and Office of Health Informatics.
This is a senior-level project management role focused heavily on software implementation, rollout, deployment, and transition to operations. The Project Manager will lead complex, cross-functional initiatives involving internal business and technical teams, vendors, subject matter experts, leadership, and external partners.
The ideal candidate has significant experience taking large software implementations through the execution and deployment phases, including implementation planning, testing, readiness, stakeholder communications, change management, deployment, stabilization, and operational transition.
Key Responsibilities
* Lead complex software implementation and technology projects throughout the full delivery lifecycle, from initiation and planning through execution, testing, deployment, stabilization, operational transition, and closure.
* Develop and manage integrated project plans, schedules, milestones, dependencies, risks, issues, decisions, resources, budgets, deliverables, and quality measures.
* Lead software rollout and deployment planning, including implementation strategy, organizational readiness, testing, production readiness, data migration, training, communications, and post-implementation support.
* Coordinate internal business and technical teams, vendors, contractors, subject matter experts, leadership, and external partners.
* Establish project governance, delivery controls, escalation processes, decision-making structures, and performance measures.
* Identify and actively manage project risks, issues, assumptions, constraints, dependencies, and critical paths.
* Lead project workgroups, discovery sessions, planning meetings, and project coordination activities.
* Prepare project status reports, implementation plans, recommendations, decision materials, and executive-level communications.
* Communicate project impacts, decisions, risks, progress, and upcoming activities to leadership, delivery teams, and groups affected by changes.
* Manage vendor and consultant performance against contracts, statements of work, schedules, deliverables, service levels, and acceptance criteria.
* Coordinate requirements, design, configuration or development, integrations, testing, deployment, and transition to operations.
* Support projects involving public-sector governance, regulatory requirements, privacy, security, accessibility, compliance, procurement, and data governance.
* Partner with stakeholders to understand business processes, reporting requirements, operational needs, and desired outcomes.
* Identify opportunities to improve project delivery practices, business processes, systems, data practices, reporting capabilities, and service delivery.
* Help develop and improve project management standards, policies, procedures, templates, tools, and delivery practices.
* Support organizational change management activities, including communications planning, training coordination, adoption readiness, and implementation support.
* Manage multiple assignments and priorities while maintaining progress in a complex, changing environment.
Required Experience
Candidates must have 10+ years of experience in each of the following areas:
* Software implementation and rollout management, including deployment planning, readiness, testing, and transition to operations.
* Project controls, including integrated planning, dependency management, risk and issue resolution, and status reporting.
* Stakeholder communication and coordination, including communicating project impacts, decisions, progress, and risks to leadership and affected groups.
* Cross-functional project leadership, including coordinating and aligning internal teams, vendors, and subject matter experts and driving decisions forward.
Preferred Experience
* Organizational change management, including communications planning, training coordination, and adoption readiness.
* Managing vendor-delivered software implementations.
* Leading large or complex public-sector technology implementations.
* Experience working within public health, healthcare, government, or another regulated environment.
* Experience coordinating privacy, security, legal, compliance, procurement, and data-governance stakeholders.
* Experience with data migration, system integration, user acceptance testing, and production readiness.
Education & Certification
* PMP certification or equivalent project management training preferred.
* Bachelor's degree in project management, business, information technology, public administration, or a related field preferred.
* Equivalent education combined with substantial experience leading complex software implementations will also be considered.
What They Are Looking For
This team needs a senior, hands-on Project Manager who has personally led a large software implementation or rollout through execution and deployment, rather than someone whose experience is primarily early-stage planning or administrative project coordination.
The strongest candidates will be comfortable owning an integrated project plan across several connected workstreams and managing dependencies, risks, issues, decisions, vendors, rollout readiness, stakeholder communications, and organizational impacts.
Experience leading a complex, cross-functional implementation is more important than managing a particular budget size or a specific number of projects simultaneously.
