About the Opportunity
Our client is expanding its public sector transportation practice and recently secured several new Department of Motor Vehicles (DMV) modernization programs across multiple states. This team develops and supports a suite of software platforms used by state transportation agencies to modernize citizen services, licensing, registration, compliance, and other DMV-related operations.
As part of this growth, the organization is establishing a new Center of Excellence in Frisco, TX that will serve as a central hub for engineering, security, DevOps, architecture, and functional delivery teams supporting these programs nationwide. Significant investments are being made in both technology and personnel, and the Frisco office is expected to become a key delivery center for future state contracts.
This is a ground-floor opportunity to join a growing delivery center with a multi-year runway of work ahead.
The Role
We are seeking a Senior Business Analyst to serve as the connective tissue between business stakeholders and the technical delivery teams building and supporting these DMV modernization platforms. You will lead requirements elicitation, produce clear and detailed documentation, and translate complex technical work into terms that leadership and agency stakeholders can act on. This is a hands-on, highly visible role: you'll work directly with engineering, architecture, and product teams, and you'll regularly present your work to senior leadership and agency decision-makers.
Key Responsibilities
- Act as the primary liaison between state agency stakeholders, product owners, and technical delivery teams (engineering, architecture, DevOps, security).
- Lead requirements gathering and elicitation sessions, capturing business and functional requirements for new and existing applications.
- Produce high-quality documentation, including business requirements documents (BRDs), functional requirements, user stories, process flows, and technical specifications.
- Translate technical concepts and proposed changes into clear written summaries and recommendations for non-technical and executive audiences.
- Evaluate incoming requests for new functionality or tooling, document the proposed changes, and present them to leadership and review boards for approval.
- Partner with development and application support teams throughout the SDLC to ensure requirements are understood, implemented correctly, and validated.
- Facilitate working sessions across multiple technical teams and manage the intake, tracking, and prioritization of requests.
- Present documentation, recommendations, and status updates to high-level personnel, including VPs, C-suite, agency leadership, and governing or steering committees.
- Support the production environment by helping triage, document, and clarify issues and change requests as they arise.
Required Qualifications
- 5+ years of experience as a Business Analyst, with demonstrated seniority and ownership of complex initiatives.
- Proven experience working directly with software development, application, or engineering teams to implement new functions, tools, or applications.
- Strong, demonstrable documentation skills (BRDs, functional requirements, user stories, process and technical documentation).
- Experience presenting documentation and recommendations to high-level personnel such as a board of directors, VPs, or C-suite.
- Solid understanding of the software development lifecycle (SDLC) and Agile/Scrum delivery methodologies.
- Excellent written and verbal communication skills, with the ability to translate between technical and non-technical audiences.
- Ability to work fully onsite in Frisco, TX (5 days/week).
Preferred Qualifications
- Experience documenting or supporting the implementation of AI components, AI governance, or responsible-AI evaluation processes.
- Public sector experience, particularly with state agencies, DMV/DOT, or other government modernization programs.
- Familiarity with citizen services, licensing, registration, or compliance systems.
- Experience supporting a production environment or application support function.
- Relevant certifications (e.g., CBAP, PMI-PBA, CSPO, or Agile/Scrum certifications).
