Role Overview
We are seeking a highly experienced Senior Project Manager with 8+ years of experience leading enterprise-scale data initiatives to support the State Health Analytics Reporting Platform (SHARP).
This role will be responsible for managing a vendor software development team while coordinating closely with internal technical teams and program stakeholders to enhance reporting capabilities for state users. The selected candidate will oversee project schedule, scope, and budget, ensuring alignment within a structured state government delivery framework.
PMP certification is highly preferred and should be clearly noted on the resume. Proof of certification may be requested.
This position requires strong leadership, vendor management expertise, and experience delivering Agile projects within government environments.
Key Responsibilities
• Lead the SHARP system enhancement initiative
• Manage vendor software development teams and coordinate with in-house technical teams
• Oversee project schedule, scope, and budget
• Ensure reporting enhancements align with program user requirements
• Facilitate stakeholder communication across program areas, technical teams, and leadership
• Deliver projects within state government governance frameworks
• Develop and maintain required project documentation and deliverables
• Monitor risks, issues, and dependencies and implement mitigation strategies
• Provide regular status reporting to leadership
• Ensure compliance with applicable state project delivery standards
• Support collaboration between business and technical stakeholders
Required Skills & Qualifications
• 8+ years of Project Management experience
• 8+ years managing enterprise-scale data management initiatives
• 8+ years managing Agile projects within state or federal government environments (or similar)
• Strong experience managing third-party vendors
• Proven ability to control scope, schedule, and budget
• Strong stakeholder communication and leadership skills
• Ability to independently manage complex initiatives
Preferred Qualifications
• Experience working with a Health & Human Services (HHS) agency
• 5+ years of experience using project management tools such as Jira or Micro Focus Project Management
• 3+ years of experience delivering projects under the Texas Project Delivery Framework (TPDF)
• PMP Certification (Highly Preferred)
• Agile certifications such as CSM or PMI-ACP
• Experience supporting hybrid or Scrum-based project delivery models
