Program Analyst

 

This is a Full-Time (On-Site) position in Washington, DC 20036 supporting a Large Government Consulting Firm. Full benefits, PTO, and paid holidays are inclusive to this position.

Job Description:

Required Skills:

  • Working knowledge of systems used for executive administrative, program, and logistics support (e.g. Microsoft Teams, Concur, GovtTA, FHR, etc.).
  • Customer-service centered professionalism with a willingness to learn and proactively find or develop solutions.
  • Ability to establish and build a network of professional contacts across the enterprise to support information exchange and access to resources, tools, etc.

 

Preferred Skills:

  • Executive briefing and readahead development — Ability to synthesize complex information into concise, decision-useful materials for senior leaders.
  • Strong analytical and research skills — Ability to review inputs, identify key issues, assess implications, and develop actionable recommendations.
  • Exceptional writing and editing — Skilled in improving tone, format, consistency, clarity, and executive readability.
  • Executive-level communication — Ability to prepare talking points, briefing materials, meeting objectives, and anticipated questions.
  • Program and project coordination — Experience managing multiple workstreams, deadlines, contributors, reviews, and approvals.
  • Quality assurance and attention to detail — Ability to validate facts, reconcile conflicting information, and ensure materials are complete and timely.
  • Stakeholder engagement — Ability to coordinate effectively with senior leaders, staff offices, program divisions, and interagency partners.
  • Process and template development — Ability to create repeatable workflows, templates, checklists, and operating procedures.
  • Meeting and event preparation — Familiarity with preparing executives for meetings, conferences, hearings, and interagency engagements.
  • Strategic alignment — Ability to connect briefing content and meeting preparation to organizational priorities and desired outcomes.
  • Time management under pressure — Ability to manage short-notice requests and shifting priorities without compromising quality.
  • Microsoft Office proficiency — Strong working knowledge of Word, PowerPoint, Outlook, Excel, Teams, and related collaboration tools.
  • Professional judgment and discretion — Ability to handle sensitive information and interact appropriately with senior government officials.
  • Public-sector or emergency-management awareness — Familiarity with federal governance, interagency coordination, policy development, or mission-driven operations is advantageous.
  • Proactive problem-solving — Willingness to identify gaps, anticipate executive needs, and develop practical solutions.

 

Day-to-day Responsibilities:

  • Serves as the primary point of contact ensuring the quality and timeliness of content for the Executive Briefing Book and preparations for executive attendance and/or participation in meetings, conferences, hearings, government, and interagency engagements,
  • Develops and coordinates readaheads for executive-level meetings, to include quality review of readaheads for tone, format, and consistency.
  • Builds templates and processes for operational adoption across OPPA divisions to increase effectiveness of information exchange and accomplishment of goals,
  • Assists in preparation for the attendance and participation of executives in meetings, conferences, hearings, and interagency engagements to ensure content and logistics align with strategic objectives,
  • Establishes standards and protocols for building and sustaining productive relationships with VIPs, executives, interagency partners, etc. through development and embed of professional and effective communication and engagement through processes like meeting protocols, logistics, etc.,
  • Strengthens organizational communications by developing and executing an internal messaging strategy that supports organizational objectives. Implements the strategy through content development, and organization and operation of channels. Manages messaging infrastructure, e.g. email distribution systems, and correspondence processes,
  • Supports organizational leadership in the development of organizational health goals; works with the team to develop a plan for setting goals, aligning goals across divisions, and reporting on progress made toward goals on a regular basis,
  • Provide direct support to executives, Senior Advisor, and the BMO with employee engagement and cultural Improvement activities,
  • Maintains executive calendars and meeting agendas for the (A) Associate Administrator, Deputy Associate Administrator, and Senior Technical Advisor utilizing Microsoft Office Suite of products,
  • Arranges travel for executives to include preparing itineraries, obtaining transportation and accommodation reservations, preparing travel authorizations, and reimbursement vouchers,
  • Interacts professionally and effectively communicates with high-ranking government officials, modeling standards for others in the organization,
  • Provides general administrative support and project management and assistance to executives and the Senior Advisor, conducting analysis, reporting findings, and developing recommendations as needed

  • Standard Operating Procedures and Weekly Status Reports and Risk Escalation Summaries.
