Summary:
The consultant will work with the CalPERS state team as an expert-level business analyst and tester for enterprise on-premise and cloud applications (myCalPERS application). Responsibilities include:

Leading efforts to enhance enterprise system(s)/sub-system(s) changes

Performing detailed analysis, functional design, and testing activities
-
Supporting User Acceptance Testing (UAT) with program Subject-Matter Experts (SMEs)
-
Facilitating and leading Joint Application Requirements (JAR) and Joint Application Design (JAD) sessions

Developing and executing functional test plans for change requests, defect fixes, and Business Intelligence (BI) dashboards

Status reporting, documenting as-is and to-be processes

Creating and maintaining system functional documentation and business requirements documents
Responsibilities:
Analysis and Design
-
Lead analysis and design efforts for enhancing various enterprise system(s) and sub-systems(s).

Facilitate and lead Joint Application Requirements (JAR) and Joint Application Development (JAD) sessions with customer representatives, developers, testers, and other technical staff to ensure the customer's needs are met.

Create and maintain business requirements documents, design artifacts and requirements traceability matrix.
Implementation, Test and Support
-
Assist test personnel with the development of test scenarios and scripts.

Execute test scenarios and scripts, track, and document defects.
-
Develop and provide test results for review.

Collaborate with various IT and program area staff to triage defects and issues.
Knowledge Transfer (KT)
-
The contractor will provide knowledge transfer of the change requests, associated design documentation and test scripts.

Knowledge transfer occurs via collaborative documentation, code commenting, cross- training, and job shadowing.

Knowledge transfer takes place at CalPERS via regular scheduled meetings and review of documentation.

Documentation to include best practices and lessons learned.
On an ongoing basis through the end of the contract, all work products and deliverables (project status reports, business process, triage incident reports with resolution, meeting minutes, test cases, test outcomes) have to be discussed with the contract manager to ensure that all the information is documented and placed in a file share. The contract manager will schedule knowledge transfer sessions at regular intervals to ensure that all the work production details have been documented, and the knowledge has been transferred to the state personnel.

Minimum Qualifications:

Twenty (20) years in project work and technical writing to include: detailed analysis, development and maintenance of business requirements, technical requirements, use cases and design documents.

Twenty (20) years' experience in project work in the Business Progress Reengineering (BPR) arena; at least fifteen (15) years of said experience must have been mapping the current state of a business process and analyzing the business process to find gaps.

Twenty (20) years' experience in project work in facilitating Joint Application Requirements (JAR) and Joint Application Design (JAD) sessions with project Subject Matter Experts and other technical staff.

Must have a minimum of fifteen (15) years of experience in Oracle 19C writing and troubleshooting SQL code to design back-end queries for data set-up and verification.

Fifteen (15) years' experience performing system test duties; writing scripts, executing scripts, creating test cases and test data, reviewing test results; also assisting with User Acceptance Testing (UAT).

Experience with Business Intelligence (BI) dashboards and BI reports in Power BI Platform.

Experience with Figma, Microsoft Visio, Service Now, Sharepoint, Jira, Confluence and qTest.

Experience working with public pension systems or experience with Governmental Retirement Benefits and Health Programs functions.
