Job Title: Senior IT Sourcing & RFP Specialist (Contract)

Location: Taylor Texas 76574

Schedule : Hybrid (Minimum 2 days onsite) Local candidates or willing to relocate

Duration: 12 months

Position Overview

We are seeking a Senior IT Sourcing & RFP Specialist to lead complex IT procurement initiatives, including enterprise software, SaaS, cloud infrastructure, cybersecurity solutions, and professional services.

This role will manage end-to-end sourcing and RFP processes, working cross-functionally with IT, legal, finance, and business stakeholders. The ideal candidate brings deep expertise in IT vendor markets, strong negotiation capabilities, and the ability to operate independently in a fast-paced, high-impact environment.

Key Responsibilities

IT Sourcing & RFP Leadership

  • Lead full lifecycle RFP/RFQ processes for complex IT procurements
  • Develop detailed RFP documentation including SOW, SLAs, KPIs, and evaluation criteria
  • Manage vendor communications, proposal evaluations, and selection processes
  • Facilitate cross-functional evaluation teams across IT, legal, finance, and security
  • Conduct Total Cost of Ownership (TCO) and financial analysis

Contract Negotiation & Execution

  • Lead negotiations for IT contracts including SaaS, cloud, and professional services agreements
  • Draft and negotiate SLAs, KPIs, security terms, and commercial conditions
  • Prepare executive-level summaries and sourcing recommendations
  • Manage contract execution and transition to contract administration

Vendor & Supplier Management

  • Build and manage relationships with IT vendors and system integrators
  • Conduct vendor qualification, financial analysis, and risk assessments
  • Monitor supplier performance and ensure SLA compliance
  • Drive cost optimization and value realization initiatives

Operational Procurement Support

  • Manage IT procurement portfolio exceeding $20M annually
  • Act as primary procurement advisor to IT stakeholders
  • Review requisitions and ensure compliance in ERP systems
  • Maintain contract databases and procurement documentation
  • Support development of Statements of Work (SOWs)
  • Generate procurement reports and dashboards

Quality & Compliance

  • Ensure procurement documentation meets organizational standards
  • Maintain audit-ready records in compliance with policies
  • Support executive reporting and ad hoc analysis
  • Stay current with IT market trends and licensing models

Stakeholder Engagement

  • Collaborate across IT, legal, finance, and operations teams
  • Communicate effectively with technical and executive stakeholders
  • Manage competing priorities and resolve conflicts constructively
  • Deliver clear reports, vendor evaluations, and recommendations

Required Qualifications

Experience

  • 5+ years of IT procurement experience with focus on complex sourcing and RFP management
  • Proven experience managing large-scale IT RFPs (software, SaaS, cloud, cybersecurity)
  • Experience handling procurement portfolios of $20M+ annually
  • Ability to work independently with minimal supervision
  • Strong stakeholder management and cross-functional collaboration skills

Technical Expertise

  • Deep understanding of IT licensing models:
    • SaaS, subscription, perpetual, consumption-based, hybrid
  • Experience with IT contracts:
    • Cloud (AWS, Azure, Google Cloud Platform), software licensing, managed services
  • Knowledge of compliance frameworks:
    • SOC 2, ISO 27001, HIPAA
  • Proficiency in ERP procurement and contract management systems
  • Advanced Microsoft Excel skills (cost modeling & analysis)
  • Familiarity with NERC CIP-013 and CIP-004 (preferred)

Education

  • Bachelor s degree in Business, Supply Chain, IT, or related field
  • Equivalent experience will be considered

Preferred Certifications

  • CPSM Certified Professional in Supply Management
  • CTPE Certified Technology Procurement Executive
  • Relevant IT vendor certifications (AWS, Microsoft, Salesforce, etc.)
