Minimum Qualifications
Bachelor's degree in business administration, information systems, computer science, public administration, or a related discipline.
Five or more years of business analysis, systems analysis, requirements management, or product ownership experience.
Three or more years supporting enterprise application development, Microsoft cloud, Dynamics 365, Power Platform, or comparable business applications.
Demonstrated experience developing requirements, user stories, acceptance criteria, process models, functional designs, and traceability matrices.
Experience facilitating requirements workshops and coordinating with technical and nontechnical stakeholders.
Experience with Agile backlog management, sprint planning, user acceptance testing, and release processes.
Familiarity with application integrations, APIs, data flows, security roles, and business process automation.
Strong analytical, facilitation, documentation, and communication skills.
Preferred Qualifications
Certified Business Analysis Professional, PMI Professional in Business Analysis, or comparable business analysis certification.
Microsoft Power Platform or Dynamics 365 fundamentals certification.
Certified Scrum Product Owner or comparable Agile product certification.
Experience supporting federal agencies or regulated organizations.
Experience with Dynamics 365 Customer Service, Power Apps, Dataverse, Power Pages, Power Automate, Power BI, and SharePoint.
Experience using Azure DevOps, Jira, or comparable requirements and backlog-management platforms.
Knowledge of Section 508 accessibility and federal records-management requirements.
