CCS Portal Application Development Lead

Optum is seeking a Portal Application Development Lead to lead end-to-end delivery of enterprise-scale portal applications as part of the CCS 2.0 modernization program. This role provides technical delivery leadership, drives engineering excellence, and owns key non-functional requirements (NFRs) for portal workstreams in a regulated healthcare environment.
Key Responsibilities:
Lead end-to-end development of modern, secure, and scalable portal applications, including UI, backend services, and API integrations.
Serve as the primary technical decision authority for portal implementations within assigned CCS 2.0 workstreams.
Own and enforce non-functional requirements (performance, availability, scalability, security, auditability, and operational readiness) for portal capabilities.
Lead and mentor distributed onshore and offshore engineering teams and ensure consistent delivery quality across squads.
Partner with Portal Architects, Cloud Architects, Product Owners, and Program Leadership to translate business requirements into high-quality technical solutions.
Own development standards for CI/CD and DevSecOps (secure coding, automated testing, code reviews, release readiness) aligned to Optum engineering practices.
Support audit-grade reprocessing and replay workflows in partnership with data and platform teams, ensuring replay does not impact real-time SLA paths.
Coordinate with platform and shared services teams on portal infrastructure readiness, including Kubernetes-based runtime, ingress/egress, API gateway/API management, and monitoring integration.
Collaborate with operations teams to support release planning, incident response, and post-production stabilization and continuous improvement.
Required Qualifications:
10+ years of application development experience with deep expertise in portal and web application development.
Proven experience leading large, distributed software engineering teams and delivering through ambiguity.
Strong hands-on experience with modern frontend frameworks (React, Angular, or equivalent).
Strong backend service and API integration experience using .NET, Java, and/or cloud-native microservices.
Experience delivering highly available, secure applications in regulated industries.
Strong communication, leadership, and stakeholder management skills.
Preferred Qualifications
Experience with Azure-hosted application platforms and cloud-native delivery patterns (e.g., AKS, API management/gateway, application ingress controls).
Familiarity with accessibility standards (e.g., WCAG) and enterprise UX patterns.
Experience in healthcare or other compliance-driven environments.
