Job Title: Senior PeopleSoft HCM HR/Payroll Systems Analyst

Position Summary:
The Systems Analyst 3 provides senior-level functional and technical support for PeopleSoft HCM HR/Payroll systems, including system configuration, upgrades, integrations, workflow management, and application support. This role supports business operations, compliance requirements, testing, incident management, project delivery, and system enhancements while ensuring security, data accuracy, accessibility, and operational efficiency.
Responsibilities:
• Provide senior-level functional and operational support for HR and Payroll applications
• Lead and support PeopleSoft Fluid UI upgrades, enhancements, testing, deployment, and post-production support
• Configure and maintain Fluid pages, navigation, security roles, and user experience improvements
• Perform fit-gap analysis and support system optimization activities
• Support HR business functions including Workforce Administration, HR Security, and policy compliance
• Interpret and apply State HR policies, labor laws, and business requirements into system solutions
• Manage and support Approval Workflow Engine (AWE), including workflow setup, user access, notifications, and issue resolution
• Perform system configuration, create and review Functional Design Documents (FDDs), and support application enhancements
• Configure PeopleSoft delivered functionality and maintain application setup
• Support technical activities using Application Designer, Integration Broker, SQR, BI Publisher, SQL, and security controls
• Maintain PeopleSoft security standards and support multi-tenancy requirements
• Support environment administration including PUM, Change Assistant, Fluid UI, lifecycle management, Elasticsearch, and data migration activities
• Gather requirements and support break/fix requests and enhancement initiatives
• Execute testing activities including UAT, regression testing, validation, and documentation
• Provide incident management and production.
• Collaborate with internal teams, agencies, vendors, and business stakeholders
• Support year-end activities including fiscal year-end, calendar year-end, ACA processing, 1095-C reporting, and third-party integrations
• Support benefit integration, salary processing activities, and operational readiness
• Provide Level 2 Service Desk support and advanced troubleshooting
• Ensure accessibility compliance with WCAG 2.1 standards
• Maintain data accuracy, application performance, security, and policy compliance
• Participate in ITIL-based service management activities, Major Incident Management, Disaster Recovery, and upgrade testing
• Support audit activities and maintain compliance with established controls
• Deliver training, knowledge transfer, presentations, and user support
• Complete assigned work independently while meeting project timelines and operational requirements
Required Experience:
• 15 years of knowledge and understanding of State of Texas policies
• 15 years of knowledge of federal labor laws
• 15 years of technical expertise in App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, and related tools
• 12 years of experience performing system configuration changes
• 12 years of experience supporting and overseeing batch jobs (Run My Jobs – RMJ)
• 12 years of knowledge of security best practices, NIST standards, and statewide ERP multi-tenancy requirements
• 10 years of Texas public sector experience supporting large networks of state agencies
• 10 years of experience creating and managing strategic roadmaps
• 10 years of experience supporting HR/PY functions in PeopleSoft HCM 9.2
• 10 years of experience with PUM, Fluid UI, and Elasticsearch
• 10 years of experience performing functional project management activities
• 10 years of experience planning and coordinating Fiscal Year processes
• 10 years of Tier 2 Service Desk support experience with Managed Services coordination
• 10 years of experience supporting Major Incident Management (P1/P2)
• 10 years of Disaster Recovery experience
• 10 years of executive-level presentation experience
• 10 years of experience supporting audits and open records requests
• 10 years of experience interpreting contractual language and managing vendor accountability
• 10 years of SQL experience supporting synchronization activities between systems
• 8 years of experience as Subject Matter Expert for FMLA compliance, configuration, and coding
• 8 years of experience managing Approval Workflow Engine (AWE)
• 8 years of experience preparing WCAG 2.1-compliant materials
• 3 years of knowledge of ITIL principles and practices for ITSM and ITAM
