Summary

Scope of ServicesThe advanced business analyst will oversee and collaborate with the various business offices to ensure that all information required for automatic application provisioning through the SailPoint IdentityIQ (IIQ) platform is accurate, complete, and delivered in a timely manner.  This responsibility includes guiding business partners through the connected‑system onboarding process within IIQ, ensuring that each application’s attributes, entitlements, ownership structures, and lifecycle events are correctly defined for successful integration.

 

The process involves understanding and communicating the benefits of connecting business applications to IIQ.  The position must be able to complete documentation for basic provision details, such as improved access governance, reduced manual workload, and strengthened compliance controls, as well as identifying any technical or operational impacts that integration may introduce.

 

Requirements gathered by the Business Analyst must be documented, then validated with stakeholders, then prioritized for review by the IIQ team’s Senior Developer and Technical Analyst. These technical reviewers will assess system connectivity needs, attribute mapping, workflow impacts, and provision logic to ensure alignment with IIQ standards and the Departments identity governance framework.

Education

Bachelor’s degree or master’s degree in business administration, Communications, Information Systems, or other related field is required. Equivalent work experience may substitute for the educational requirement. 

Experience

1.     A minimum of 3 to 5 years of solid business/systems analysis experience and software development projects is required. 

2.     Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint is required. 

3.     Proficiency in core Identity and Access Management (IAM) concepts such as entitlements, target aggregations, and certification campaigns are required.

4.     Certified Scrum Master (SCM), Certified Project Manager (CPM) or Project Management Professional (PMP) is highly desired.

5.     Experience in public sector compliance frameworks or large-scale ERP transformations, such as the Florida PALM project, is highly desired.  

6.     Knowledge of Rules 60GG-1 – 60GG-5, Florida Administrative Code, is highly desired

7.     Certified Business Analysis Professional (BAP) is highly desired.  

8.     Experience with directing and managing project resources is highly desired

9.     Knowledge of change and release management is highly desired

10.  Experience with Microsoft Power BI is highly desired

11.  Experience with Microsoft DevOps is highly desired.

12.  Experience with SailPoint Identity IQ (IIQ) is highly desired.   

 

Primary Job Duties/ Tasks

The activities the candidates will be tasked with include, but are not limited to the following: 

·       Requirements Intake & Scope Definition: Act as the primary gatekeeper for new application onboarding requests, ensuring that "as-is" access processes are documented before proposing the "to-be" IIQ state.

·       Business-to-Technical Translation: Serve as the technical bridge, transforming raw business access needs into structured Provisioning Policies and Attribute Mapping requirements that your developers can execute without ambiguity.

·       Stakeholder Expectation Management: Conduct discovery workshops with business owners to manage expectations regarding what IIQ can automate versus what requires manual approval or custom workflow development.

·       Compliance & Audit Documentation: Lead the definition of Access Certification requirements, ensuring that every integrated application meets the audit and compliance standards defined by your project’s governance framework.

·       Defect & Impact Analysis: Systematically document potential operational impacts of new connectors, proactively identifying where automated provisioning might break legacy processes and providing mitigation strategies before implementation.

·       Validation & User Acceptance Testing (UAT): Coordinate the validation phase by developing test cases based on the documented requirements, ensuring that the IIQ configuration satisfies the business owner’s needs before final sign-off.

·       Prioritization & Backlog Grooming: Maintain the requirements backlog, ensuring that technical tasks are correctly prioritized based on business value and compliance risk, allowing you to manage the project roadmap effectively.

Job Specific Knowledge, Skills, and Abilities (KSAs)

The submitted candidates must be able to apply specific knowledge, skills, and abilities in the following areas: 

1.     Business Analysis: Ability to perform detailed research, business analysis, as-is and to-be analysis, process modeling. Use of software tools is required and include, but are not limited to, MS Word, MS PowerPoint, MS Excel, and SmartDraw. 

2.     System Analysis & Design: Ability to perform System Analysis & Design using a variety of modeling methodologies and techniques. 

3.     Facilitation: Ability to expertly facilitate workshops and meetings with stakeholders.  

4.     Technical Understanding: Technical knowledge and understanding of IT infrastructure and software development practices and techniques. 

5.     IAM Expertise: Deep professional experience with Identity & Access Management concepts, including entitlements, target aggregations, and certification campaigns.

6.     Compliance Frameworks: Familiarity with public sector compliance frameworks and large-scale ERP transformations (e.g., Florida PALM).

7.     System Integration: Ability to map functional requirements across complex environments involving ServiceNow (request catalog) and SailPoint (provisioning engine).

 

 

Additional

1.     Advanced skills with Microsoft products: SharePoint, Teams, Word, Excel, PowerPoint, and Project. 

2.     Ability to relate to stakeholders’ needs, document their requirements, and perform duties in the absence of staff. 

3.     Ability to receive and give constructive criticism and maintain effective work relationships with others. 

4.     Ability to adjust to changing demands in a dynamic environment with diverse work assignments.
