Project Manager / Business Analyst Real Estate Records Management System

Project Manager with Business Analyst experience who is motivated by variety, is seeking a challenging environment for professional growth, and is interested in running large information technology projects in various customer businesses areas at a Utility client headquartered in Seattle, WA.
The resource will lead planning, requirements development, procurement, implementation, and transition to operations for an enterprise Real Estate Records Management System. The PM/BA will manage project scope, schedule, budget, resources, risks, vendors, and the System Integrator, ensuring that business and technical deliverables meet the clients needs.
The ideal candidate has extensive experience with utility real estate, land-management, or right-of-way systems such as Pandell, ENKON Integral-LIS, Quorum Land, Flairdocs ElectricTrack, or similar platforms. They should also have proven skills in developing detailed requirements, documenting business processes, preparing technical terms and conditions, and creating RFPs for complex enterprise systems.
Responsibilities:
- Manage the planning, requirements development, procurement, implementation, testing, cutover, and transition to operations of the Real Estate Records Management System.
- Create and manage comprehensive project plans, schedules, resource management plans, budgets, risks, issues, decisions, and dependencies.
- Lead cross-functional teams including Corporate Real Estate, Right-of-Way, Utility Technology, GIS, Legal, Procurement, Finance, Cybersecurity, Engineering, Operations, Seattle ITD, third-party vendors, and the System Integrator.
- Serve as the lead Business Analyst by planning and facilitating requirements workshops; documenting current- and future-state business processes; and developing detailed business, functional, technical, data, reporting, security, and integration requirements.
- Ensure requirements are complete, accurate, unambiguous, traceable, and testable; identify missing or conflicting requirements; and obtain formal approval from accountable business and technical owners.
- Develop or support the RFP, technical terms and conditions, Statement of Work, vendor evaluation criteria, deliverables, milestones, acceptance criteria, and payment requirements.
- Lead requirements for core real-estate functions, including parcels, deeds, easements, rights-of-way, property acquisition and disposition, title and survey records, leases, permits, encroachments, payments, obligations and legal records.
- Coordinate data assessment migration, cleansing, validation, and reconciliation, and manage integrations with ArcFM GIS, ERP (Peoplesoft) and financial systems, document repositories, Oracle asset and work-management systems, etc.
- Manage the product vendor and System Integrator, verify compliance with contractual requirements, and ensure alignment with clients PMO, technology, cybersecurity, procurement, and City records-management standards.
- Oversee unit testing, system integration testing, data-conversion testing, user acceptance testing, performance testing, and quality assurance, with traceability from approved requirements to test results.
- Manage cutover planning and execution, including production data migration, integration activation, access provisioning, contingency planning, and transition to operational support.
- Oversee the development of system documentation, operating procedures, training materials, user training, change management, and knowledge transfer.
- Proactively manage scope, schedule, budget, risks, issues, and changes; document decisions and corrective actions; and escalate significant concerns promptly.
- Prepare timely project reports and presentations for stakeholders, leadership, and project governance bodies.
- Maintain transparent communication with business and technical stakeholders and drive timely resolution of issues affecting requirements quality, procurement, integration, or implementation.
Requirements:
- Bachelor s degree in Business, Computer Science, Information Systems, GIS, or a related field.
- 10+ years of project management and business analysis experience, including at least 7 years leading complex enterprise system implementations in a utility or infrastructure environment.
- Proven record of successfully delivering at least two full-lifecycle real-estate, land-management, right-of-way, GIS-enabled property-management, or closely comparable enterprise system projects, including requirements, procurement, vendor oversight, data migration, integration, testing, cutover, and stabilization.
- Direct experience with at least one major real-estate or land-management platform, such as Pandell, ENKON Integral-LIS, Quorum Land, Flairdocs Electric Track, or a comparable system, including a strong understanding of its core modules and integrations.
- Demonstrated experience documenting current state process documentation, detailed and testable requirements, RFPs, technical terms and conditions, Statements of Work, and contractual acceptance criteria.
- Demonstrated ability to manage project controls, schedules, budgets, risks, vendors, System Integrators, and cross-functional stakeholders in complex utility environments.
- Excellent analytical, facilitation, writing, communication, conflict-resolution, stakeholder-engagement, and executive-reporting skills.
