Role Summary
The PeopleSoft Techno-Functional Lead owns end-to-end delivery leadership across PeopleSoft implementation, upgrade, enhancement, and AMS/production-support programs. The role blends deep functional process knowledge with strong technical depth and delivery-management capability to drive solution design, stabilization, release governance, stakeholder management, and continuous improvement across HCM, Payroll, FSCM, Supply Chain, or Campus Solutions as applicable.
Key Responsibilities
Functional Leadership
- Lead business requirement workshops, discovery sessions, and fit-gap analysis with client stakeholders.
- Translate business and regulatory requirements into scalable, standards-aligned PeopleSoft solutions.
- Provide cross-module consulting across HCM, Payroll, Benefits, Time & Labor, Absence Management, Financials, and Supply Chain.
- Validate business impact, process dependencies, and configuration impacts for enhancements and support issues.
- Drive process optimization and the adoption of PeopleSoft leading practices.
Technical Leadership
- Review and approve technical designs, development approaches, and customization strategies.
- Provide oversight across PeopleCode, Application Engine, Application Packages, Component Interface, Integration Broker, SQR, BI Publisher, PS Query, and Fluid/UI development.
- Govern integrations with third-party systems, middleware, payroll providers, IAM/AD, and ERP/GL platforms.
- Enforce architecture standards, coding standards, security, and performance-tuning practices.
Delivery, Release & Support Governance
- Own overall AMS/support delivery for PeopleSoft applications and integrations.
- Lead P1/P2 incident governance, service-restoration planning, and coordinated issue resolution.
- Drive RCA, recurring-issue elimination, backlog governance, and SLA/KPI reporting.
- Govern PUM image adoption, PeopleTools upgrades, patching, retrofits, and release readiness.
- Support SIT/UAT cycles and ensure smooth, low-risk production deployments.
Team & Stakeholder Leadership
- Manage onsite and offshore teams, shifts, escalations, and capacity planning.
- Mentor functional and technical consultants and conduct quality assurance reviews.
- Manage stakeholder expectations, steering-committee updates, and executive communication.
- Drive automation, knowledge management, and continuous-improvement initiatives.
Required Qualifications
- Bachelor s degree in Computer Science, Information Systems, Engineering, or a related discipline.
- 10+ years of PeopleSoft techno-functional experience with proven end-to-end delivery.
- 5+ years in a lead / people-management capacity across onsite offshore models.
- Demonstrated experience in PeopleTools/application upgrades and integration projects.

- End-to-end HCM process expertise: Core HR, Payroll, Benefits, Time & Labor, Absence Management, Compensation, Position Management.
- FSCM process knowledge: General Ledger, Accounts Payable, Accounts Receivable, Billing, Purchasing, eProcurement, Asset Management, Project Costing.
- Business process mapping, requirement gathering, fit-gap analysis, and solution design across multiple modules.
- Statutory, regulatory, and compliance-driven configuration and impact assessment.
Technical Development Skills
- PeopleTools 8.5x/8.6x, Application Designer, PeopleCode, Application Engine, Application Packages.
- Component Interface, File Layout, Approval Workflow Engine (AWE), and Approval Framework.
- Fluid UI, Tiles, WorkCenters, Dashboards, Pivot Grids, and Related Content framework.
- Design review and code-quality governance across the development team.
Architecture & Integration
- Integration Broker design (service operations, messaging, routing, monitoring) and REST/SOAP web services.
- Integrations with third-party payroll providers, IAM/AD, banking, tax, and ERP/GL platforms.
- Middleware / Oracle Integration Cloud (OIC), SSO, and data conversion / migration strategy.
Database & Performance
- Strong SQL and PL-SQL: stored procedures, query optimization, and indexing strategies.
- Performance tuning using trace files, App Engine logs, and Performance Monitor (PMU) analysis.
Upgrade & Lifecycle
- PeopleTools and application upgrades, PUM image adoption, and Change Assistant.
- Patching, retrofits, release readiness, and post-deployment support governance.
Delivery & Governance
- AMS / ITIL service management: incident, problem, change, and release management.
- SLA/KPI reporting, RCA, backlog governance, estimation, and risk management.
- Agile / Scrum delivery and onsite-offshore coordination.
Leadership & Soft Skills
- Onsite-offshore team leadership, mentoring, and quality assurance reviews.
- Stakeholder management, executive / steering-committee communication, and presentation skills.
- Client-facing consulting and workshop facilitation.
Preferred / Good-to-Have
- Cloud hosting (OCI / AWS / Azure) and PeopleSoft security architecture.
- ELK / OpenSearch, and DevOps / CI-CD practices.
