Requirements

15 or more years of experience in transportation work program management, financial administration, or federal aid program execution.

Proficiency in enterprise financial management software ecosystems including FMODEL and DMODEL system architectures.

Experience with administering Federal Aid Highway Funds, Obligation Authority (OA) plans, and Schedule A allocations.

Experience in analyzing federal and state legislation to determine and communicate long-term impacts on transportation budgets.

Experience with evaluating brownfield system specifications, database schemas, and process flow documentation for modernizations.

Experience with collaborating virtually and managing documentation assets using Microsoft Teams, Word, and Excel.

Excellent communication and active listening skills to conduct knowledge transfer sessions and deliver structured feedback.
Responsibilities

Review and validate system design documents and draft technical specifications to ensure alignment with operational business rules.

Advise systems support teams on complex database architectures, underlying business constraints, and historical system behaviors.

Identify critical process gaps, ambiguities, and data model inconsistencies within draft modernization plans.

Translate complex federal and state funding legislation into plain business requirements to guide software engineering teams.

Analyze historical project allocations, Advance Construction programs, and Obligation Authority metrics to optimize future data migrations.

Direct technical knowledge transfer workshops and brownfield review meetings with system developers and analysts.

Formulate structured technical feedback, annotations, and clear written recommendations to support operational readiness.
