Position Summary
4Consulting, Inc is seeking a qualified Software Developers to support technology consulting, application development, systems analysis, testing, data management, cybersecurity, infrastructure, or project delivery services for client projects. The selected candidate will perform duties consistent with the client’s project requirements and company delivery standards.
Essential Duties and Responsibilities
The candidate will be responsible for:
Analyze existing application code, identify technical improvement opportunities, and recommend enhancements to improve application functionality, maintainability, and performance.
Design, develop, and implement small enhancements within existing .NET or Java application codebases, taking independent responsibility for assigned modules or submodules.
Perform development and unit testing activities within Agile sprint teams, following established coding standards, test-driven development practices, and continuous integration processes.
Collaborate with developers, testers, and other delivery stakeholders to support sprint execution, PI planning, iteration delivery, and the successful transition from waterfall methodologies to the SAFe framework.
Minimum Qualifications
The position requires:
Education:
Bachelor’s degree in Computer Science, Information Technology, Engineering, Business, or related field, or equivalent combination of education and experience.
Experience:
Experience in custom application development using the .NET or Java technology stack, with demonstrated application development experience in Medicaid or Integrated Eligibility systems.
Technical Skills:
.NET, C#, Java, Oracle Database, SQL Server, Application Development, Code Analysis, Technical Design, Unit Testing, Agile and SAFe Methodologies
Business / Domain Skills:
Experience supporting State Government Health and Human Services (HHS) applications, particularly Medicaid, Medicaid Enterprise Systems (MES/MMIS), Integrated Eligibility (IE/IES), and Medicaid Eligibility and Enrollment (E&E) programs.
Experience working within government healthcare environments involving eligibility determination, program-specific business rules, integrated applications, data exchanges, regulatory requirements, and state and federal stakeholders.
Experience designing, developing, enhancing, and integrating enterprise applications, APIs, interfaces, workflows, batch processes, and data-processing components supporting government programs.
Experience supporting Medicaid and Integrated Eligibility application maintenance, incremental enhancements, technical improvements, and Agile delivery initiatives within complex government technology environments.
Communication:
Ability to communicate with technical and business stakeholders.
Documentation:
Ability to prepare project documentation, status updates, and deliverables.
Work Authorization:
Must be legally authorized to work in the United States. Sponsorship may be considered where permitted by company policy and project requirements.

Preferred Qualifications
Experience with .NET or Java application development, continuous integration practices, and test-driven development (TDD).
Experience participating in SAFe Agile delivery, including Program Increment (PI) planning, sprint execution, and iteration delivery.
Strong technical analysis, problem-solving, independent development, and collaboration skills, with the ability to assume ownership of assigned application modules.
