Client Details

Agency Name: New York State Office of Mental Health.
Project/Program Name: Decentralized List management System Project (Applications/Exams/HELP), HRMS Rewrite (OMH), and other projects as needed.
Position Job Title: Systems Developer (Expert Level).
Work Location: 44 Holland Ave, Albany, NY 12229.
Engagement Duration: 30 Months.
Target Start Date: April 27, 2026.
Work Schedule: Full-time (40 hours per week) with daily hours between 7:30 AM and 5:00 PM.
Telecommuting: 50 percent telecommuting is allowed.
Security Requirements: Candidate must pass a background check, fingerprinting, and obtain a building/parking pass.

Requested Qualifications

The candidate must meet the following experience requirements (totaling 80 points):

3	Experience with Oracle: Database design/modeling, PL/SQL coding, stored procedures, packages, indexes, triggers, views, and creating tables.	84 Months
4	Experience with SOA integration including secure .NET web-services (WCF), DLLs, SOAP/Restful APIs, message/queue processing, or ESB.	84 Months
5	Experience using Team Foundation Server (TFS) and GIT including CI/CD for source code management.	72 Months
6	Experience with user provisioning, authentication, and authorization using OKTA, LDAP, RSA, and Access Manager.	72 Months
7	Experience working with UI/UX teams, Business Analysts, and Project Managers to define requirements and timelines.	72 Months
8	Experience working with applications and data containing Protected Health Information (PHI) covered by HIPAA in a health care environment.	72 Months
9	Experience with Human Resource list management systems following Civil Service Guidelines.
