The Air Force Civilian Service (AFCS) is looking for a full-time Data Management Analyst, GS-0301-13, at Manpower, Personnel and Services at the Pentagon in Arlington, Virginia.
Base Salary Range: $121,785- $158,322
Depending on the type of position (competitive/excepted) you are selected for; you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
(NOTE: Typically, the 1-year probationary period is for Competitive Jobs, and 2-year trail period is for Excepted Jobs.)
Qualifications/Requirements:
The primary purpose of this position:. To serve as a Data Management Analyst, assisting the Chief Data Officer (CDO), in performing professional and scientific work. Requires systematic, critical, and intensive investigation into a subject, in order to develop the principles, criteria, methods, and data management skills used in support of projects or problem-solving studies.
The Air Force requires reliable, authoritative workforce data and efficient digital processes to maintain global readiness, inform resource decisions, and support mission execution. This position serves as a senior data management and analytics professional within the Manpower Data Operations team, advancing the organization's digital and data strategy and improving how workforce data is governed, managed, analyzed, and used across the Air Force enterprise. This role supports the development and implementation of practical data governance policies, standards, and solutions; evaluates how policies and business processes affect data quality; and helps ensure workforce data is accurate, secure, trusted, compliant, and available for operational and strategic decision-making. Combining enterprise data stewardship, data governance, business intelligence, and analytics, this role profiles and assesses data; identifies data-quality, data-management, and workflow inefficiencies; develops corrective actions; and translates business needs into usable data products and modernized digital solutions. The position supports the development of data models, reporting solutions, dashboards, visualizations, and analytic capabilities. The position also supports efforts to modernize manual processes through standardized, user-friendly, secure, and auditable digital workflows using Microsoft Power Platform tools-including Power Apps, Power Automate, and Power BI-or comparable technologies. This role helps develop future-state workflows and implement digital request forms for actions such as code changes, data-entry updates, and other workforce-data requests. The ideal candidate can translate business needs into practical data and automation solutions using SQL, data visualization tools, reporting platforms, and workflow-automation technologies. Success in this role requires a strong understanding of data governance principles and practices-including data integrity, metadata, data standards, data security, database concepts, data synchronization, and compliance-as well as a proactive, customer-focused approach to continuously improving enterprise data operations and business processes.
U.S. Citizenships Required.
Must obtain and maintain a Secret security clearance.
Possesses full range of general management and administrative principles, practices, methods, and techniques and skills for use in applying knowledge to simple and complex work assignments.
Knowledge and skill in the application of Air Force workflow and task management directives, instructions, policies, procedures, and guidance.
Knowledge of Headquarters Air Force missions and functions.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; ability to coordinate diverse planning efforts and to make instant decisions and select a course of action in a fast-paced environment.
Ability to apply data management techniques in accordance with business and/or industry standards.
Knowledge of data management principles and procedures (data modeling, data base administration, data element standards, process and information class proponency, data security, and data synchronization) to effectively communicate and assist the Chief Data Officer.
