Base Salary Range: $121,785- 158,322
Depending on the type of position (competitive/excepted) you are selected for; you will be required to serve a 1-year probationary period OR 2-year trial period. Qualifications/Requirements:
The primary purpose of this position: to serve as a Management Analyst at the Air Staff responsible for assisting in the development and application of USAF-wide Manpower, Organization, and Resources automated manpower data systems. This position assists in developing, evaluating, acquiring, and enhancing the full spectrum of data automation capabilities to support the Manpower Programming and Execution System (MPES) and the Manpower MPA Man-day Management System (M4S).
The Air Force requires precise, authoritative visibility into its human capital allocation to maintain global readiness and execute mission-critical mandates. Serving as a Functional Architect and Enterprise Data Steward for enterprise manpower data systems, this position leads data governance and stewardship initiatives, facilitates cross-functional data steward working groups, and collaborates with data owners to establish standardized data definitions and robust quality management frameworks. The ideal candidate will combine strong data management expertise with hands-on technical acumen to assist the adoption of enterprise data standards and governances, demonstrating expertise in the end-to-end data lifecycle-including how data is defined, captured, structured, integrated, managed, and consumed-with a clear understanding of the operational impact of upstream business workflows on enterprise analytics and reporting. The role is responsible for leading enterprise metadata management activities in collaboration with the contractor team-including developing and maintaining data catalogs, data dictionaries, business glossaries, taxonomies, and data mapping documentation-as well as conducting source-level data profiling, identifying anomalies, codifying business rules, guiding semantic data models, and translating functional requirements into technical specifications to ensure data integrity across the enterprise. Furthermore, this specialist partners directly with contractor teams to embed automated validation logic and business rules into the Manpower Programming and Execution System (MPES). Success in this role requires a proactive, self-motivated professional with strong analytical and problem-solving skills, foundational expertise in data lifecycle management, and a dedication to continuous technical learning in support of evolving defense requirements.

Must be able to obtain and maintain a SECRET security clearance.
Expert knowledge of Manpower vocabulary, utilization of MPES and M4S and manpower application techniques to apply to DoD, Joint, and Air Force management engineering and organization principals, concepts, and methodologies, and financial management directives, concepts, procedures, guidance, and policies. It also requires in-depth knowledge of strategic planning methods, contract administration, and Man-day administration.
Expert knowledge of the organization, programs, missions, and functions of Air Force organizations to integrate data system applications to conduct Mastery of knowledge of manpower resource management principles and techniques as they relate to documentation and data base applications -pertaining to base realignment and/or closure and competitive sourcing studies and Man-day execution.
Mastery of skill and ability in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness, and cost of program operations.
Mastery of skill and ability to gather, assemble, and analyze facts, use statistical analyses tools, draw conclusions and devise solutions to problems. studies to determine manning skill levels to staff installation activities.
