Position Overview

The State of Texas is seeking a highly experienced State Medicaid Technical Business Analyst to support critical Medicaid initiatives and enterprise technology projects. The ideal candidate will possess extensive experience in Medicaid Claims Processing, Business Analysis, Requirements Management, Agile Delivery, and State Government project environments.

This role requires a strong combination of business analysis expertise, technical understanding, stakeholder engagement, and experience working within large-scale Medicaid programs.


Required Qualifications

Medicaid Experience

  • Minimum 5+ years of experience supporting State Medicaid projects
  • Strong experience with Medicaid Claims Processing
  • Experience working with Medicaid business operations, workflows, and program requirements

Business Analysis

  • Experience analyzing business objectives and identifying alternative solutions
  • Experience reviewing, analyzing, and evaluating user requirements
  • Experience assessing operational procedures and recommending system improvements
  • Ability to identify opportunities for process automation and optimization
  • Experience conducting cost-benefit analysis and evaluating system alternatives

Requirements Gathering & Documentation

  • Experience documenting business and technical requirements
  • Experience writing detailed descriptions of user needs and program functionality
  • Experience documenting business processes and workflows
  • Experience analyzing and documenting input and output requirements
  • Experience defining reporting formats, data requirements, and process flows

Agile & Project Delivery

  • Experience working in Agile and Scrum environments
  • Experience using Azure DevOps for requirements management and project tracking
  • Experience creating wireframes and process diagrams
  • Experience supporting solution delivery throughout the SDLC

Texas State Government Experience

  • Experience with Texas DIR Project Delivery Framework
  • Experience utilizing Texas DIR document templates and project methodologies
  • Experience supporting Texas State agency technology initiatives preferred

Technical Knowledge

  • Understanding of Information Technology industry trends and emerging technologies
  • Knowledge of enterprise architecture concepts and principles
  • Understanding of infrastructure, applications, data, and organizational architecture
  • Familiarity with software architecture and enterprise technology environments
  • Knowledge of information management methodologies and best practices
  • Understanding of data governance, security, and information integrity practices

Communication & Leadership

  • Excellent analytical and problem-solving skills
  • Strong critical thinking and logical reasoning abilities
  • Excellent verbal and written communication skills
  • Ability to effectively communicate with technical and non-technical stakeholders
  • Strong facilitation, presentation, and stakeholder management skills
  • Ability to manage multiple priorities in a fast-paced environment

Preferred Qualifications

  • Prior experience supporting State of Texas agencies
  • Experience with healthcare or public sector technology projects
  • Experience supporting large-scale Medicaid modernization initiatives
  • Experience collaborating with architects, developers, QA teams, and project managers
