Summary

This role will partner with VDOT business divisions and IT leadership to ensure successful delivery of IT products and services. The candidate will serve as a strategic business partner, manage escalations, coordinate projects and service requests, develop multi-year business capability roadmaps, and identify opportunities for new services and technology improvements.
Key Responsibilities:
  • Meet and communicate directly with agency leadership, including Executive-level stakeholders.
  • Work closely with IT leadership to ensure continuous delivery of IT products and services.
  • Partner with VDOT Districts as a key resource for IT management, escalations, and coordination.
  • Work with business teams and Enterprise Architecture to identify product lines.
  • Develop and maintain multi-year business capability roadmaps.
  • Build and maintain strong relationships with assigned business partners.
  • Coordinate with project managers, service managers, and operations managers.
  • Prioritize requests and manage escalations for assigned divisions.
  • Identify opportunities for new services, service improvements, and technical innovation.
  • Manage business partner expectations regarding IT engagement and service/product delivery.
  • Manage escalations related to technology procurements, projects, and service requests.
  • Identify, champion, and communicate customer needs.
  • Collaborate with ITD production operations teams and technology leadership.
  • Support compliance with VDOT and VITA policies, standards, and guidelines.
Required / Desired Skills:
  • Bachelor's degree or 6+ years of related experience.
  • 5+ years Information Technology experience, including:
    • SDLC
    • Agile Methodology
    • Technology Procurements
  • 10+ years strong communication and presentation skills with leadership at all levels.
  • Strong ability to build rapport and credibility as a strategic partner.
  • Ability to influence stakeholders without relying on positional authority.
  • 10+ years conflict negotiation and resolution experience.
  • Experience handling difficult customers/stakeholders.
  • Ability to share ownership and drive results as a team.
  • Strong strategic thinking and ability to connect strategy to execution.
  • 10+ years Product Line planning, development, and management experience.
  • Understanding of VDOT organization structure, including Districts and Central Office.
Ideal Candidate:
The ideal candidate will be a strategic IT business partner / relationship manager who can work directly with senior leadership, understand business needs, coordinate across IT teams, manage escalations, prioritize competing requests, and translate business strategy into technology roadmaps.
Important Requirements:
  • Local candidates only due to onsite requirements.
  • Must work onsite 2 days per week and remotely 3 days.
  • First interview is via Teams.
  • Second interview is onsite – no exceptions.
  • Candidate must be able to attend the onsite interview.
  • Contract is expected to extend beyond the initial end date.
