Position Details
  • Title: Senior CAPPS Financials Technical Analyst
  • Location: Remote

Key Responsibilities
1. CAPPS Financials Program Support
  • Perform highly advanced senior-level consultative services and technical assistance in support of the CAPPS Program
  • Ensure CAPPS Financials Requirements, Procedures, Development, and Testing from the Managed Services vendor meet written procedures, coding standards, and the CAPPS System Development Lifecycle
  • Review developed code for compliance with CPA-defined requirements and validate code comparisons prior to migration
2. WCAG Accessibility Compliance & Waiver Management
  • Ensure all digital products and content meet WCAG 2.1 accessibility standards, maintaining perceivable, operable, understandable, and robust experiences for all users
  • Regularly review content for compliance and implement updates or remediation whenever accessibility issues are identified
  • Coordinate testing efforts for compliance with CPA
  • Submit WCAG accessibility waivers as required by CPA
  • Actively track requests submitted to the vendor requesting resolution
  • Track system (CAPPS) coding/configuration once resolution is available
  • Renew waivers upon expiration if solutions have not been provided or installed
3. Functional & Technical Design Oversight
  • Analyze business processes and current system workflows to assess ERP design fit
  • Review functional designs, specs, and integration documents to identify technical gaps
  • Evaluate upstream/downstream dependencies to ensure architectural alignment
  • Prepare technical scenarios and test cases to validate system behavior
  • Assess designs for performance, security, scalability, and data quality impacts
  • Provide concise technical feedback during design walks, highlighting risks and dependencies
  • Support design reviews to ensure accuracy and readiness for development and testing
4. CAPPS Service Desk (BOSSDesk)
  • Maintain and support the CAPPS Service Desk Application including product configuration and administrative support
  • Remain current on all functionality offered by BOSSDesk
  • Maintain an ITIL-compliant service desk application and ensure it remains current with all approved configuration changes
  • Perform advanced troubleshooting and root cause analysis
  • Ensure integration and provide API support (TDIS)
  • Respond to reported incidents and monitor the system
  • Maintain technical documentation and knowledge management repository
  • Collaborate and coordinate with BOSSDesk as required for engineering and product support
  • Assist with data analysis and requested reporting
  • Provide Level 2 Service Desk duties including ticket handling for complex issues, in-depth troubleshooting, and basic configurations
5. Incident Management & Communication
  • Actively respond to and maintain customer ticket requests via CAPPS Service Desk including interface issues, IP listing, CPA EFT server connectivity, agency transfer files, and batch failures
  • Actively participate in CPA''s Major Incident Management (MIM) process for P1 and P2 incidents according to module responsibilities
  • Make presentations at CAPPS User Groups
6. Compliance, Security & Audit
  • Perform all duties following CPA''s processes, policies, and procedures within project scope and on schedule
  • Work in accordance with ITIL principles and practices for IT service management (ITSM) and IT asset management (ITAM)
  • Plan, design, develop, implement, support, and maintain IT security measures to safeguard system information
  • Participate in annual SOC-1 attestation audits ensuring accuracy and security of all CAPPS information
  • Ensure all enhancements, process changes, or system fixes consider security, availability, processing integrity, confidentiality, and privacy
  • Participate in Disaster Recovery and Upgrade Testing activities
Required Experience
  • 10 Years – Texas public sector experience, directly working for or supporting a Texas state government agency
  • 10 Years – Experience performing technical activities in support of CPA application systems
  • 10 Years – Experience creating and managing a strategic roadmap by combining strong planning skills, technical insight, and effective cross functional communication
  • 10 Years – Experience preparing materials for and conducting executive-level presentations
  • 10 Years – Experience performing technical project management activities in support of CPA''s CAPPS program
  • 10 Years – Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable
  • 10 Years – Knowledge of data integration, data quality, and SDLC processes and methodologies
  • 10 Years – Technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, Peoplecode, Application Designer, SQL, PS Query, SQR, Application Engine and Oracle 11 or higher
  • 10 Years – Experience with CAPPS Central production and deployment for more than 100 agencies and 5 Hub instances
  • 8 Years – Experience with IT service desk functions and ITIL framework methodologies
  • 3 Years – Providing full support for BOSSDesk or comparable ITIL compliant service desk application
Preferred Experience
  • 10 Years – Experience with software and hardware management industry best practices
  • 10 Years – Experience with CPA''s legacy Statewide Financial Systems production support
  • 10 Years – Experience developing technical specifications to support IT procurements
