Summary

ASSYST is seeking a Senior Product Manager to support our client project in Baltimore, MD.

Location: Baltimore, MD 

Work mode: Hybrid

Scope of Work:

  • The Senior Product Manager will collaborate with policymakers, eligibility staff, IT teams, program administrators, and beneficiaries to align technology, policy, and operations with user needs.
  • Key goals include reducing procedural terminations, increasing ex parte renewal rates, lowering administrative burden on eligibility workers, and improving overall service delivery.
  • This role serves as both a domain expert and team lead, owning product vision, KPIs, prioritization, and delivery while strengthening long-term product management capabilities within the organization.

Responsibilities:

  • Serve as Senior Product Manager, providing strategic leadership across policy, operations, eligibility, and IT functions.
  • Define and manage product vision aligned with Medicaid program goals and compliance requirements.
  • Establish and track KPIs tied to beneficiary and operational outcomes (e.g., renewals, retention, reduced administrative burden).
  • Drive prioritization using user research, performance data, policy constraints, and technical feasibility.
  • Engage stakeholders across program staff, IT, leadership, and external partners to communicate insights and secure alignment.
  • Translate user needs, operational challenges, and policy requirements into product roadmaps, backlogs, and acceptance criteria.
  • Partner with cross-functional teams (engineering, design, policy, and business analysts) to deliver implementation-ready features and manage delivery through launch and measurement.
  • Convert research insights and service design artifacts into actionable product and technical improvements.
  • Ensure all solutions meet regulatory, accessibility (Section 508/WCAG), and security requirements.
  • Promote agile, iterative delivery practices and support organizational capacity building.
  • Mentor team members and champion modern product management practices.
  • Follow MHBE PMO policies, security standards, and change control processes.

Required Qualifications:

  • 7+ years of Product Management experience, including work in regulated or large-scale environments (e.g., government, healthcare, financial services).
  • 2+ years in a product lead role owning product vision, roadmap, and cross-functional delivery.
  • Proven experience delivering digital products or features end-to-end with measurable outcomes.
  • Ability to navigate complex environments involving regulatory, policy, operational, and technical constraints.
  • Strong experience in defining product vision, success metrics, roadmaps, and prioritization frameworks using data and user research.
  • Experience with iterative, incremental product delivery.
  • Skilled in translating business needs into workflows, user stories, and acceptance criteria.
  • Strong communication skills across executive, technical, and operational audiences.
  • Ability to collaborate effectively with cross-functional teams and maintain momentum in complex environments.

Preferred Qualifications:

  • Knowledge of Medicaid, CHIP, SNAP, TANF, or similar public benefits programs and eligibility workflows.
  • Experience in the public sector, healthcare, or mission-driven organizations.
  • Familiarity with federal/state compliance, CMS regulations, and procurement processes.
  • Experience with agile delivery, service design, or government modernization frameworks (e.g., U.S. Digital Services Playbook).
  • Experience working with human-centered design teams and translating research into product decisions.
  • Experience defining and managing KPIs/OKRs using analytics and experimentation.
  • Exposure to AI-assisted workflows or automation in regulated environments.
  • Experience managing vendors or contractor teams.
  • Experience mentoring teams and building product management capabilities.
  • Knowledge of accessibility standards and inclusive design practices.
  • Relevant certifications such as CSPO, SAFe, or equivalent.
