Job Title: IT Strategy & Project Management Office (PMO) Transformation Consultant
Location: Sacramento, CA (Hybrid)
This is a hybrid position. The resource will work remotely and will be required to come onsite for three (3) consecutive days Tuesday through Thursday every six (6) weeks. The specific onsite week will be confirmed by the Task Manager upon start.

Role Overview
A large public-sector organization is seeking an experienced IT Strategy & PMO Transformation Consultant to both manage assigned IT projects and lead a strategic transformation of the IT Project Management Office (PMO).
This role will split time between hands-on project management (approximately 20 50%) and PMO transformation leadership (approximately 50 80%). The transformation goal is to evolve the PMO into an AI-enabled, shared services operating model designed to support project managers and customers at scale while improving delivery predictability, value realization, and governance.
Key Responsibilities
I. Project Manager Responsibilities (20 50%)
Manage Assigned Projects
Lead all PMP-aligned project management processes including initiation, planning, execution, monitoring and control, and closeout in accordance with enterprise phase gates and controls
Develop and maintain required project artifacts, including:
Facilitate formal phase gate reviews and obtain required approvals for each lifecycle stage
Partner with business planning, finance, and executive sponsors to confirm funding, resource availability, and alignment with enterprise priorities
Monitor and control scope, schedule, cost, and risks; initiate formal change requests per approval thresholds
Provide regular and ad hoc project status updates using enterprise systems of record (e.g., ServiceNow PPM, SAP, Power BI dashboards)
Lead project closeout activities including lessons learned and benefits realization tracking
Ensure adherence to ethical standards, delegated authorities, and reporting requirements
II. PMO Consultant Responsibilities (50 80%)

Optimize the PMO operating model, including scope, services catalog, roles, and RACI
Redesign project intake and onboarding processes (triage, prioritization, gating, templates, playbooks)
Assess and modernize delivery frameworks, governance controls, and reporting cadence
Transform portfolio prioritization and value management practices (OKRs, business cases, benefits realization)
Launch AI-augmented PMO workflows (automated status reporting, risk sensing, resource forecasting)

Optimize BRM operating rhythm and tightly integrate demand shaping with PMO intake
Establish joint planning and governance cadences (quarterly planning, intake councils, opportunity assessments)
Define shared KPIs such as idea-to-approval SLA, demand conversion rate, and strategic alignment
Introduce standardized playbooks from ideation through delivery transition

Partner with Enterprise Architecture consultants to define EA mandate, governance, and artifacts
Integrate EA checkpoints into intake, solution reviews, and stage gates
Establish architecture governance structures including design authority and standards lifecycle
Align capability-based planning with portfolio prioritization and BRM engagement

Design and deploy PMO data models and dashboards for portfolio health, delivery KPIs, and capacity planning
Embed financial governance practices including CapEx/OpEx tracking, forecasting, and benefits realization
Operationalize AI and automation tooling (e.g., Copilot, Power Automate, Power BI) for reporting, risk identification, and document generation
Enable value analytics to support unbiased decision-making, optimized resource allocation, variance analysis, forecasting, and ROI maximization

Develop and execute a comprehensive change management plan including leadership alignment and communications
Design and deliver training curricula for project managers, BRMs, and stakeholders on processes, tools, and AI usage

Mandatory Requirements
Minimum 10 years of IT Project Management experience
7+ years in IT strategy, PMO leadership, and enterprise program delivery
Proven experience redesigning PMOs (operating model, intake, governance, portfolio management)
Demonstrated success implementing AI and analytics in PMO reporting and decision support
Strong financial governance experience (CapEx/OpEx, forecasting, benefits realization)
Expertise in organizational design, RACI development, and role clarity
Experience managing multiple concurrent enterprise-level projects, preferably in regulated environments
Strong proficiency with project management tools (ServiceNow, JIRA, Clarity; Power BI a plus)
Excellent executive-level stakeholder management and communication skills
Strong adaptability to new environments, cultures, and technologies
Desirable Qualifications
PMP certification
Agile Product Owner or PMI-ACP certification
MBA with emphasis in IT and/or finance
Bachelor s degree in Computer Science, Information Systems, Engineering, or Business
