Role: Quantitative Analyst (R – Federal Reporting Modernization)

Project Overview

This project supports the agency’s federal reporting requirements. Existing coding processes and reporting models cannot be validated under current standards. The engagement involves rewriting legacy code using modern industry standards, documenting business rules, and ensuring statistical reporting models are accurate, compliant, and reproducible.

The contractor will function as an independent quantitative analyst responsible for researching, developing, validating, and maintaining statistical reporting models using R and SQL.

Key Responsibilities

• Research, develop, and maintain statistical reporting models using R and RStudio.

• Rewrite and modernize legacy coding processes using current industry standards and best practices.

• Interpret federal reporting requirements and translate them into technical model specifications.

• Develop and validate statistical reporting outputs to ensure compliance and accuracy.

• Document business rules, methodologies, revision history, and model governance procedures.

• Perform data validation, quality assurance, and reconciliation processes.

• Extract and manipulate data using SQL and legacy systems (ADABAS/Natural).

• Develop reproducible reporting workflows and maintain structured audit trails.

• Support Agile development processes as needed.

• Work independently while managing multiple analytical deliverables.

• Communicate technical findings clearly to non-technical stakeholders and leadership.

Required Skills and Experience

Technical Skills

• R Studio – 5+ years

• R Development/Programming – 5+ years

• SQL (Language & SQL Manager) – 5+ years

• ADABAS/Natural – 1+ year

• Power BI – 1+ year

• Agile methodology experience – 1+ year

Core Competencies

• Advanced proficiency in statistical modeling, data manipulation, and scripting in R.

• Experience developing and validating statistical reporting models.

• Knowledge of federal reporting standards and regulatory compliance requirements.

• Ability to modernize and rewrite legacy coding processes.

• Strong documentation skills including business rules and methodology documentation.

• Data validation, quality assurance, and audit trail development.

• Strong quantitative research and analytical problem-solving skills.
