We are seeking a detail-oriented, technically proficient Data Analyst 3 to join the VDOT IT FinOps team in Mechanicsville, VA. This hybrid role analyzes, models, and forecasts financial data associated with Azure cloud services and on-premises data center workloads. Combining financial acumen with advanced Power BI analytics, the Data Analyst will visualize cost trends, evaluate server migration impacts, build chargeback models, and drive cost optimization across Azure, VITA, Apptio, and SharePoint data sources.

Key Responsibilities
- Cloud & IT Financial Analysis: Analyze and interpret IT financial data across Azure and VITA environments, including usage consumption, billing structures, and chargeback models.
- Power BI Dashboard Development: Build and maintain interactive Power BI dashboards using Power Query, DAX, and advanced visualization techniques to track cost trends, migration impacts, and savings opportunities.
- Cost Modeling & Migration Forecasting: Support Azure migration planning by modeling server cost scenarios, workload cost models, and forecasting Azure Reserved Capacity / Reserved Instance needs.
- Dataset Management & Data Manipulation: Manually maintain, query, and transform heterogeneous datasets originating from Apptio, Azure Portal, and SharePoint repositories.
- Variance Analysis & Savings Identification: Conduct monthly and annual IT spend variance analyses, identifying spending anomalies and operational efficiencies.
- Stakeholder Collaboration & FinOps Strategy: Translate technical cloud data into actionable executive insights for cloud engineers, infrastructure managers, and finance leaders to shape FinOps strategy.
- Process Documentation: Author comprehensive documentation for financial reporting procedures, cost allocation workflows, and data pipelines.
Required Qualifications & Experience
- Education: Bachelor’s degree in Finance, Data Analytics, Information Systems, or a related quantitative field (4+ years equivalent background).
- Power BI & Data Visualization Mastery: 6+ years of advanced proficiency in Power BI (including Power Query, DAX, data updates, and dataset management) and advanced Excel.
- Data Modeling & Manipulation: 5+ years of experience integrating and modeling complex datasets from multiple disparate systems.
- Azure Cost Management & Apptio: 5+ years of hands-on experience with Azure Cost Management tools, Apptio, and cloud billing structures.
- Server Migration & Workload Costing: 5+ years analyzing server migration strategies, data center cost models, and cloud capacity planning.
- Technical Communication & Insights: 5+ years translating complex data analysis into clear, actionable recommendations for management and technical teams.
- Independent Analysis & Critical Thinking: 4+ years evaluating financial datasets independently with minimal guidance.
Preferred Qualifications
- FinOps Certified Practitioner (FCP) certification or formal FinOps training.
- Hands-on experience with Azure Reserved Instances (RIs), Savings Plans, and Just-In-Time (JIT) capacity planning.
- Familiarity with Enterprise Architecture frameworks and strategic IT planning models.
